Getting a job offer is exciting, but the process does not always end when a company tells you that you have been selected. Some employers may ask you to provide additional documents before you can officially start working.
For many job seekers in Kenya, these documents include a KRA Tax Compliance Certificate (TCC), Police Clearance Certificate commonly known as Good Conduct, and a HELB compliance or clearance certificate.
If you wait until the last minute to obtain them, you may find yourself rushing through government portals, trying to resolve an old tax issue or checking your HELB status when the employer is already waiting.
Knowing what each document means and how to obtain it can make the final stage of your job application much easier.
The first thing to understand is that these certificates are not the same.
A KRA Tax Compliance Certificate is related to your tax affairs. It shows that you have met the relevant tax obligations required by KRA.
A Police Clearance Certificate, which many Kenyans still refer to as a Certificate of Good Conduct, is used to confirm your criminal-record status through the Directorate of Criminal Investigations.
HELB documentation is connected to your student loan status. Depending on your circumstances, you may need a compliance certificate or, after fully repaying a HELB loan, a certificate of clearance.
The exact documents requested will depend on the employer and the position. Some employers may request all three, while others may ask for only one or two.
The KRA Tax Compliance Certificate is one of the documents that can become important after receiving a job offer.
KRA describes the TCC as proof that a taxpayer has complied with tax obligations. For employment purposes, KRA states that a TCC is required when a person is offered a job. A TCC is generally valid for 12 months.
You can apply through your iTax account.
Before applying, make sure your tax returns have been filed and that any applicable outstanding tax obligations have been dealt with. KRA may also consider other compliance requirements depending on your income situation.
For people who earn employment income only, the requirements may differ from those who also operate businesses or earn other forms of income. KRA's enhanced TCC requirements include eTIMS/TIMS compliance where applicable to people earning business income.
Log into your iTax account and go to the certificates section.
Submit the TCC application and wait for KRA to process it. KRA says successful applicants receive the certificate through email, while applicants who do not meet the compliance requirements are notified of the issue. KRA's FAQ states that successful applications can receive the certificate within five working days.
If your application fails, do not simply keep submitting it repeatedly. Check the reason given by KRA and resolve the outstanding compliance issue first.
When an employer asks for a Certificate of Good Conduct, they are generally referring to the Police Clearance Certificate issued through the Directorate of Criminal Investigations.
For Kenyan citizens, the application is made through the DCI eCitizen platform.
The process involves making an application, paying the required fee, selecting a fingerprinting location and preparing the required documents for fingerprint capture.
You will need the relevant application documents, including the C24 and invoices, together with your original identification document when attending fingerprinting. DCI lists several fingerprinting locations, including Huduma Centres and other designated locations.

After processing, you can receive notification and download the certificate through eCitizen.
This is why job seekers should avoid waiting until they have only a few days before their reporting date. The process involves more than simply filling in an online form.
HELB documentation depends on whether you have ever benefited from a HELB loan and your repayment position.
If you are a HELB beneficiary who is up to date with repayments or is within the applicable grace period, you may qualify for a HELB Compliance Certificate.
If you have completely repaid your HELB loan, you may instead qualify for a Certificate of Clearance.
If you never benefited from a HELB loan, HELB provides a non-loanee compliance certificate. HELB states that the compliance certificate service is not charged.
This distinction is important because a person who never received a HELB loan should not assume they need to prove that they have finished repaying a loan.
You can access HELB services through the HELB portal or eCitizen, depending on the service you are seeking.
Imagine receiving an email saying:
"Congratulations. You have been selected for the position. Please submit your KRA TCC, Good Conduct and HELB clearance before reporting."
You may have only a few days to respond.
If all your documents are already available, you can simply send them.
If none is ready, however, you may have to deal with several processes at once.

The important point is not to confuse these documents. They come from different institutions and serve different purposes.
Do not panic.
First, check whether the employer has specified a deadline.
Then determine which documents you already have and which ones you need to obtain.
For example, you may already have a valid KRA TCC but need to apply for a new Police Clearance Certificate.
Alternatively, you may have your Good Conduct certificate but discover that your KRA TCC application cannot be completed because of an outstanding tax issue.
Deal with each institution separately rather than assuming one document will automatically satisfy another requirement.
One common mistake is to see a failed TCC application and immediately assume that the situation is impossible to fix.
KRA's TCC process is based on tax compliance. Issues such as unfiled returns, unpaid tax liabilities or other applicable compliance requirements can affect an application.
If you receive a non-compliance notification, read the reason carefully.
You may need to file a missing return, address an outstanding liability or resolve another issue before making another application.
This is one reason why checking your tax position before actively applying for jobs can save you time later.
This is another situation that sometimes confuses graduates.
If you never benefited from a HELB loan, you do not need to pretend that you are a former loanee.
HELB provides a non-loanee compliance certificate for people who did not benefit from HELB loans.
If an employer specifically asks for HELB documentation, obtain the document that matches your actual status.
The easiest time to discover a problem with your documents is before an employer asks for them.
If you are actively looking for work, you can check your KRA, HELB and eCitizen accounts periodically.
This does not mean you should unnecessarily apply for every certificate in advance. Some documents have validity periods or may need to be obtained for a specific purpose.
Instead, make sure you know your status and understand where each document can be obtained.
That way, if an employer requests something, you already know what to do.
Before applying for your next serious job opportunity, ask yourself:
Do I have access to my KRA iTax account?
Are my tax returns and obligations in order?
Can I access my eCitizen account?
Do I know how to apply for Police Clearance?
Do I know my HELB status?
Can I quickly obtain the relevant HELB certificate if an employer requests it?
If the answer to these questions is yes, you are much less likely to be caught off guard when an employer asks for clearance documents.
There is no universal rule that every employer will request exactly the same certificates.
One company may ask for a KRA TCC and Police Clearance Certificate. Another may request HELB documentation as part of its onboarding process. A particular role may have additional requirements.
Read the employer's instructions carefully.
If the vacancy or offer letter specifies a particular certificate, obtain that exact document rather than sending unrelated paperwork.
You should also use official government channels whenever possible. This reduces the risk of paying an unofficial intermediary for a service you can access directly.
Job applications are not only about having a good CV and performing well in an interview.
For some positions, the final stage involves proving that your documents and official records are in order.
A KRA TCC deals with tax compliance. Good Conduct refers to the Police Clearance Certificate issued through DCI. HELB documentation establishes your loan compliance or non-loanee status.
Understanding these differences makes the process much easier.
For a Kenyan job seeker, the best approach is simple: keep your official accounts accessible, check your compliance status periodically and avoid waiting until your reporting date to start dealing with documents.
