COMMUNICATION & PUBLIC RELATIONS MANAGER
Key Responsibilities, Duties and Tasks
The Communication & Public Relations Manager will provide leadership in the development, implementation, and review of corporate communication policies, strategies, and programmes to support the Corporation’s mandate.
The role will oversee the production and distribution of information to targeted audiences through appropriate communication channels, ensuring alignment with the Corporation’s mission and vision.
The Manager will lead the development and implementation of media management strategies, publicity programmes, and campaigns designed to create awareness and build and maintain a positive corporate image.
The position will provide leadership in the development and implementation of brand strategies aimed at establishing and maintaining a strong corporate brand, image, and reputation.
The Manager will oversee the review, development, implementation, and monitoring of the Customer Service Delivery Charter to strengthen accountability and transparency in service delivery to stakeholders.
The role will lead the Corporation’s customer service function with the objective of enhancing customer satisfaction in accordance with the Corporation’s Service Delivery Charter.
The Manager will spearhead research aimed at assessing customer satisfaction, stakeholder perceptions, brand equity, and the specific needs of the Corporation’s stakeholders.
The position will also oversee the monitoring of the implementation of recommendations arising from customer surveys to promote customer satisfaction and maintain effective stakeholder relationships.
The Manager will oversee the management of Corporation events as part of the organisation’s public relations activities.
The role will lead the formulation, implementation, and review of the Corporate Social Responsibility (CSR) policy and strategy to strengthen relationships with stakeholders.
The Manager will oversee the development and implementation of crisis communication strategies to protect and maintain a positive corporate image and reputation.
The position will provide leadership in staff motivation, development, performance appraisal, coaching, mentoring, training, and professional development within the Division.
The Manager will communicate management decisions that affect the Division and provide technical input into the development, implementation, and review of the Institute’s strategic plan, vision, mission, and objectives.
The role will coordinate implementation of the performance management system within the Division and provide oversight of the delivery of the annual performance contract and strategic plan.
The Manager will provide strategic leadership in the formulation, implementation, monitoring, and review of risk management policies and frameworks. This will support accountability, enterprise risk management, and business continuity within the Division.
The position will promote a corporate culture that supports ethical practices and good governance in accordance with the Constitution of Kenya 2010.
The Manager will provide leadership in the development and implementation of corruption prevention and mitigation strategies within the Department.
The role will spearhead implementation of corporate governance principles, relevant national policies, guidelines, and directives within the Division.
The Manager will lead the development, implementation, and maintenance of Quality Management Systems within the Division and promote the adoption of appropriate best practices, standards, and codes of practice in response to emerging sector needs and trends.
The position will provide oversight of all Division activities and manage day-to-day operations to ensure smooth and efficient functioning.
The Manager will provide leadership to Division staff, chair Division meetings, and oversee the preparation and submission of periodic reports.
The role will also be responsible for implementing Board resolutions and audit recommendations within the Division.
Regular, thorough, and timely communication will be maintained with Division staff regarding important technical, financial, and administrative matters. The Manager will also appraise direct reports.
Job Dimensions
Financial Responsibility
The Manager will lead the development of the Division’s budget and authorise expenditure.
The role will also lead the preparation of the Division’s procurement and asset disposal plans and participate in the mobilisation of resources for the Division.
Responsibility for Physical and Other Assets
The position will have responsibility for assets and resources including audio-visual equipment, digital assets, computers and office equipment, branded and promotional items, ASK show exhibition stands, facility and directional signage, and the Contact Centre.
Decision-Making and Job Influence
The role involves strategic, managerial, and operational decision-making responsibilities.
Academic Qualifications
The position requires a Master’s degree in Communication, International Relations, or a related field from an institution recognised by the Commission for University Education.
The candidate should also possess a Bachelor’s degree in Communication, Public Relations, Journalism, Media Studies, or a similar discipline from an institution recognised by the Commission for University Education.
HUMAN RESOURCE MANAGER
Key Duties and Responsibilities
The Human Resource Manager will lead the formulation and implementation of human resource policies, guidelines, and regulations and assess their impact on employees.
The role will steer the development of human resource management plans that support effective succession management and organisational continuity.
The Manager will oversee the implementation of performance management systems, analyse staffing levels within KR, and recommend appropriate approaches to succession planning and employee deployment.
The position will lead the development of business strategies relating to talent sourcing and development.
The Manager will oversee the development and implementation of talent management and development policies designed to attract, nurture, and retain skilled employees.
The role will guide the development and implementation of succession and leadership development programmes that support organisational readiness for growth and ensure an appropriate talent pool.
The Manager will oversee employment practices, compensation, employee benefits, retirement arrangements, and other human resource programmes to ensure compliance with established Corporation standards, procedures, guidelines, policies, and applicable local labour laws.
The position will lead human resource planning and recruitment and selection processes in collaboration with departmental and divisional heads to ensure the Corporation attracts, recruits, and retains qualified and skilled employees.
The Manager will provide leadership in industrial relations through effective staff welfare structures, a healthy and safe working environment, appropriate management of disciplinary and grievance matters, and effective internal communication.
The role will provide leadership in resolving employee grievances and disciplinary cases, recommending appropriate action and supporting employees in finding satisfactory solutions to personal challenges through counselling services.
The Manager will oversee implementation of an effective human resource management information system for monitoring, tracking, and evaluating employee activities, including training, performance management, and staff welfare programmes.
The position will oversee implementation and management of staff medical schemes, WIBA, GLA and GPA, gratuity, pension, and other employee welfare matters.
The Manager will advise management on suitable organisational structures, business processes, and change management approaches aimed at improving organisational effectiveness.
The role will lead implementation of risk management policies and strategies that establish strong systems of accountability, risk management, internal controls, business continuity, and succession management within the Division.
The position will provide leadership in the continuous improvement of business processes and controls and develop mechanisms for corporate consultation, public participation, and stakeholder involvement in the Corporation’s policies and programmes.
The Manager will foster a corporate culture that promotes ethical conduct and good citizenship within the Division.
The role will oversee implementation of corporate governance principles, relevant national policies, guidelines, and directives within the Division.
The Manager will oversee the development, implementation, and review of corruption prevention and mitigation strategies.
The position will oversee the performance management system within the Division, including delivery of the annual performance contract and implementation of the strategic plan.
The Manager will ensure that the human resource database remains current and properly maintained.
The role will oversee preparation of Board papers relating to human resource matters for deliberation and decision-making and provide secretarial services to the Human Resource Advisory Committee.
The Manager will spearhead staff induction and on-the-job orientation programmes to provide new employees with relevant information regarding the technical and social aspects of their work.
The position will promote positive employee relations, organisational values, and appropriate work ethics throughout the Corporation.
The Manager will coordinate internship and attachment programmes in accordance with established policies and procedures.
The role will coordinate preparation and submission of statutory and periodic reports to relevant government agencies and spearhead periodic reporting within the Division.
The Manager will implement Board decisions concerning human resource matters and applicable government circulars relating to human resources within the Corporation.
The position will oversee effective payroll management and will also appraise direct reports.
Requirements of the Position
The candidate should possess a Master’s degree in Human Resource Management, Human Resource Development, Human Resource Planning, Public Administration, Business Administration, Political Science, Government, or an equivalent qualification from a recognised institution.
A Bachelor’s degree in Human Resource Management, Human Resource Development, Human Resource Planning, Public Administration, Business Administration, Political Science, Government, or an equivalent qualification from a recognised institution is also required.
The candidate must be a Certified Human Resource Professional (CHRP-K) through the Human Resource Management Professional Examination Board (HRMPEB).
A leadership course lasting at least four weeks from a recognised institution will be considered an added advantage.
The candidate must hold membership with the Institute of Human Resource Management (IHRM) and possess a valid Human Resource Practising Certificate issued by IHRM.
Computer proficiency is also required.
