General Responsibilities
Gather, examine and interpret financial and operational data to identify trends and patterns, presenting findings through charts, tables, graphs and other data visualisation formats.
Provide guidance and training on financial and budgetary policies, procedures and results-based budgeting practices.
Participate in interdepartmental discussions and technical missions concerning resource requirements, programming and budget matters.
Monitor relevant policies, reports, guidelines and decisions affecting programme implementation and ensure compliance with applicable United Nations procedures.
Prepare management reports, correspondence and submissions for intergovernmental bodies on budgetary and financial matters.
Review budgetary policies and procedures, conduct research and recommend appropriate improvements where necessary.
Serve as Certifying Officer in accordance with Financial Rule 110.4, ensuring obligations and expenditures comply with approved budgets, rules and regulations.
Coordinate with UNEP Corporate Services Division, UN Secretariat, UNDP and UNOPS on financial and administrative matters affecting programme delivery.
Safeguard the accuracy and reliability of financial and management systems and related internal controls.
Provide financial and administrative support to the representation of the Law Division in relevant legislative meetings.
Represent the Division in interdepartmental and departmental meetings when required.
Supervise and coordinate the activities of the assigned unit or section where applicable.
Perform other duties related to the position as assigned.
Education
Master’s degree or equivalent advanced university qualification in Finance, Accounting, Business Administration or a related discipline.
A first-level university degree together with two additional years of relevant professional experience may be accepted instead of the advanced degree.
Qualifications or completed programmes in data analytics, business analytics or data science are desirable.
Work Experience
At least seven years of progressively responsible experience in finance, budgeting, administration, business administration or a related area.
Practical experience using SAP or another enterprise resource planning system is required.
Experience preparing and analysing financial statements under accounting frameworks such as IFRS or IPSAS.
Experience delivering financial management and administrative support to Multilateral Environmental Agreements or international environmental treaties supported by the United Nations.
Demonstrated experience in financial data analysis, reconciliations and reporting.
Experience preparing reports for donors or intergovernmental bodies is an advantage.
Previous experience within the United Nations system or another comparable international organisation is desirable.

Responsibilities
Support the design, implementation and evaluation of assigned programmes, projects and related activities.
Monitor programme progress, review relevant reports and documentation, identify implementation challenges and recommend appropriate corrective measures.
Coordinate with relevant stakeholders and track agreed follow-up actions to ensure timely completion.
Support consulting assignments by planning and facilitating workshops, interactive sessions and development of client action plans.
Conduct research, analyse information from multiple sources and present findings in a clear and useful manner.
Contribute to policy development through analysis of emerging issues, trends, evaluations and research studies.
Design and support surveys, including developing data collection tools, analysing responses and drawing relevant conclusions.
Prepare background papers, analytical documents, report sections, studies and contributions to publications.
Provide substantive support for consultations, conferences and meetings, including developing agendas, identifying participants and preparing presentations and supporting documents.
Conduct outreach activities and facilitate training sessions, seminars and presentations on assigned subjects.
Participate in or lead field missions and provide guidance to consultants, government representatives and other stakeholders.
Prepare mission reports and summaries following field assignments.
Coordinate programme and project budgeting and funding activities, including submissions, progress reports, financial statements and work programme documentation.
Analyse data to identify trends and patterns and present insights through charts, tables, graphs and other visualisation methods to support planning and decision-making.
Undertake any other duties assigned in support of programme objectives.
Education
Master’s degree or equivalent advanced university qualification in Environmental Science, Public Health, Interdisciplinary Studies, Social Sciences or a related discipline.
A first-level university degree combined with the required qualifying experience may be accepted in place of an advanced degree.
Additional qualifications or completed programmes in data analytics, business analytics or data science are desirable.
Work Experience
At least five years of progressively responsible experience in programme or project management, particularly in areas involving One Health, biodiversity, climate or pollution-related health issues.
A minimum of two years of relevant professional experience in developing countries.
At least two years of experience working with international organisations, including the United Nations or similar institutions.
Experience contributing to international interagency initiatives involving environmental and health sectors is an advantage.
Two or more years of experience in data analytics or a related field is desirable.
