Finance and Programme Associate Consultant (Home Based)
Job Overview
The Finance and Programme Associate Consultant will provide financial, administrative and programme support to the HQ EVAW Programme and its global and ESARO regional components. The position will ensure sound financial management, accurate reporting, effective budget monitoring and compliance with UN Women policies, procedures and internal controls.
Key Responsibilities
Apply financial strategies and procedures to support timely and effective programme implementation in accordance with UN Women rules, policies and financial regulations.
Review financial transactions and supporting documentation to confirm accuracy, compliance and completeness, taking corrective action where necessary.
Monitor financial exception reports, investigate unusual transactions and provide findings and recommendations to the supervisor.
Prepare financial reports covering expenditures, costs, procedures, exchange rates and other relevant financial information.
Follow up on audit findings and monitor the implementation of agreed corrective actions.
Gather, verify and analyze financial information to support resource planning, work plans, budgets, proposals and programme implementation arrangements.
Support the entry of Annual Work Plans into the Performance & Results Integrated System for Management (PRISM).
Provide financial guidance and practical solutions to programme teams dealing with financial management matters.
Monitor financial resource management systems and identify opportunities to improve efficiency and reduce costs.
Track budgets for both the global and ESARO components, monitoring allotments, expenditure and resource utilization.
Prepare budget revisions and update project awards and financial statuses according to programme requirements.
Monitor the timely and appropriate use of programme funds and identify unutilized balances.
Prepare cost recovery documentation and bills for services provided by UN Women to other programmes or organizations.
Maintain effective expenditure controls and resolve issues involving unposted invoices, budget-check errors, matching exceptions and unapproved invoices.
Respond to requests from regional and headquarters teams concerning financial data and resolve identified discrepancies.
Prepare and support VAT reimbursement claims with the required documentation.
Enter and monitor financial information in QUANTUM and keep relevant stakeholders informed of outstanding actions.
Manage petty cash and ensure that the approved imprest level is maintained.
Support the financial and operational closure of projects, including determining unused funds.
Produce financial reports for the global and ESARO programme components and consolidate information across the programme.
Provide administrative and logistical assistance in developing programme work plans, budgets, proposals and implementation arrangements.
Support executing partners with guidance on programme delivery, financial reporting and compliance with relevant agreements.
Assist with programme audits by preparing requested information and following up on audit recommendations.
Support budget monitoring and the completion of FACE forms.
Create development project requisitions in QUANTUM and record goods receipts as required.
Prepare non-PO invoices for the global and ESARO components.
Process consultant payments and ensure supporting documentation is complete.
Coordinate financial, administrative and logistical arrangements for meetings, workshops, events and missions.
Arrange programme team travel, including travel requisitions and claims.
Provide guidance and training to Regional Programme Assistants and civil society partners on programme implementation and financial reporting requirements.
Support resource mobilization activities through administrative and financial assistance.
Carry out any other duties required to support the effective functioning of the office and organization.

Education and Certification
Completion of secondary education is required.
A bachelor's degree in Finance or Accounting is an advantage.

Experience
At least six years of progressively responsible experience in finance.
Practical experience with computers and office applications, including MS Word, Excel, spreadsheets and database systems.
Experience using modern web-based ERP platforms, preferably Oracle Cloud, is required.
Experience supporting EU-funded projects is desirable.
Experience supporting programmes focused on ending violence against women or gender equality is an advantage.
Languages
Fluency in English is required.
Knowledge of French and/or Spanish is desirable.

Job Overview
The Driver will provide safe, reliable and professional transportation services to UN Women officials, personnel, visitors and other authorized passengers. The role also involves vehicle maintenance, accurate record keeping and logistical and administrative support.
Key Responsibilities
Driving and Transportation
Safely transport the Regional Director, senior officials, visitors and programme or operations personnel as assigned.
Support VIP movements and official missions by providing dependable transportation and appropriate protocol assistance.
Deliver and collect official correspondence, documents and other materials from government offices, embassies, UN offices and commercial establishments.
Receive and assist official visitors at the airport, including support with visa and customs formalities when required.
Ensure all passengers comply with seatbelt requirements during every journey.
Follow prescribed procedures and take appropriate immediate action when involved in an accident.
Comply with UN Women vehicle management policies and other relevant driving procedures.
Ensure assigned vehicles meet applicable security and safety standards at the duty station.
Vehicle Records and Utilization
Record starting and ending odometer readings for every trip, together with the date, destination, purpose and passenger details.
Submit completed vehicle logbooks to the supervisor weekly for review and approval.
Record every fuel purchase immediately, including the date, mileage, quantity, cost and receipt number, and retain the original receipts.
Report inconsistencies between mileage, fuel consumption and receipts as soon as they are identified.
Maintain complete records of vehicle servicing and repairs, including mileage, service providers, work completed and costs.
Obtain the necessary approval before arranging non-emergency repairs or maintenance.
Prepare monthly reports covering vehicle mileage, fuel consumption, maintenance and related costs.
Promote economical vehicle use by adopting fuel-efficient driving practices.
Monitor compliance with vehicle use and record-keeping procedures where other drivers are involved.
Vehicle Maintenance and Safety
Carry out routine checks on oil, tires, brakes, water, lights, indicators, wipers, horn, clutch and other vehicle components.
Keep the assigned vehicle clean and in suitable condition for transporting officials and visitors.
Monitor dashboard warning indicators and ensure faults are assessed and addressed promptly.
Coordinate minor and major repairs through the approved procurement and authorization process.
Complete pre-trip and post-trip inspections and document any defects or safety concerns.
Ensure all official vehicles are regularly cleaned and maintained to an appropriate professional standard.
Vehicle Documentation and Supplies
Ensure the assigned vehicle contains all required documentation and supplies, including insurance information, logbooks, maps, office directories, first aid equipment and essential spare parts.
Keep registration, insurance and inspection documents valid and readily available in the vehicle.
Notify the supervisor of upcoming renewals at least 30 days in advance.
Follow all required procedures immediately in the event of an accident.
Administrative and Logistical Support
Assist with protocol and logistical activities, including delivery and follow-up of official documents.
Support logistical arrangements for official visits in coordination with relevant authorities.
Assist with routine protocol correspondence and standard documents, including Note Verbales, when required.
Support the preparation of procurement e-requisitions.
Manage the external storage facility, maintaining proper records, cleanliness and controlled access.
Assist with applications and collection of visas, identity cards, driving licences, vehicle registration documents and number plates.
Follow up with relevant government departments concerning official and private vehicles, including transfers and disposal procedures.
Perform other duties within the scope of the position as required by the office or organization.
