Duties and Responsibilities
Strategic Communications and Visibility
Create and implement a communications and visibility strategy for the project in line with UNEP communication priorities and European Commission/DG HERA requirements.
Identify opportunities to increase awareness of the project and highlight its results.
Maintain clear and consistent messaging across communication channels and materials.
Track communication activities and recommend improvements where necessary.
Content Development and Storytelling
Produce and edit different communication materials, including news articles, feature stories, web content, newsletters, policy briefs, speeches, presentations, brochures, factsheets, social media content, donor updates, and other knowledge products.
Turn complex scientific, technical, and policy information on wastewater and environmental surveillance into clear content for different audiences.
Develop stories that communicate project achievements, lessons, results, and the value of wastewater and environmental surveillance.
Ensure all published materials meet required standards for accuracy, accessibility, branding, and editorial quality.
Digital and Multimedia Communications
Create and regularly update project content for UNEP websites, social media, newsletters, and other digital platforms.
Coordinate the development of videos, animations, infographics, podcasts, photographs, and other multimedia materials.
Work with UNEP teams and external providers to ensure communication products are delivered and published on time.
Monitor online engagement and communication data and use the findings to improve audience reach.
Maintain an organized collection of communication and multimedia materials.
Stakeholder and Event Communications
Provide communication support when engaging governments, Africa CDC, WHO, African Union institutions, Regional Economic Communities, River Basin Organizations, laboratories, universities, development partners, donors, civil society organizations, and media.
Prepare key messages and communication materials for stakeholder meetings and engagements.
Coordinate communication activities for webinars, workshops, launches, missions, side events, and high-level meetings.
Support event promotion, media engagement, messaging, and communication of key outcomes after events.
Knowledge Management and Results Documentation
Coordinate the recording and sharing of project results, lessons, good practices, and emerging evidence.
Develop case studies, country stories, beneficiary stories, and technical success stories.
Capture experiences from participating countries to encourage learning and knowledge sharing.
Prepare communication templates, tools, and guidance for country and implementing partners.
Support distribution of project knowledge products through regional and international networks.
Donor Visibility and Compliance
Ensure communication activities follow UNEP requirements and applicable European Commission/DG HERA branding and visibility standards.
Develop communication materials showcasing EU-supported activities, achievements, and results.
Document project outcomes using appropriate stories, photographs, videos, and case studies.
Provide communication support during donor missions, visits, and high-level engagements.
Contribute communication and visibility information to progress reports and donor reporting.
Media Relations
Prepare press releases, media advisories, media kits, talking points, key messages, FAQs, and other media materials.
Support media outreach around important project milestones, launches, events, and meetings.
Coordinate responses to media enquiries with the UNEP Communications Division and relevant technical teams.
Identify opportunities to increase public and media awareness of the project's work and results.
Procurement and Communications Services
Prepare Terms of Reference, technical specifications, and other documents required to procure communication services.
Coordinate external providers such as graphic designers, photographers, videographers, translators, editors, and other communication specialists.
Monitor the quality, progress, and timely delivery of contracted communication services.
Review externally produced materials to ensure they meet agreed technical, editorial, branding, and quality requirements.
Monitoring and Reporting
Maintain the project communication workplan and activity tracker.
Establish and monitor communication and visibility indicators and targets.
Track the performance of communication activities across different platforms.
Prepare periodic updates on communication and visibility activities.
Contribute to project and donor reports.
Maintain records of communication outputs, media coverage, events, digital engagement, and other visibility activities.
Use performance information to recommend ways of improving communication reach and impact.
Qualifications and Experience
Advanced university degree (Master’s degree or equivalent) in Communications Studies, Organizational Communication, or a related field.
A Bachelor’s degree in a relevant field combined with two additional years of qualifying experience may be accepted instead of a Master’s degree.
At least five years of relevant experience preparing communication and advocacy materials related to Source to Sea Pollution within UN agencies.
Experience managing digital communication platforms and supporting communications for international events and multi-country programmes related to Source to Sea Pollution within UN agencies.
Experience in communication and outreach for multi-country wastewater surveillance programmes, particularly in Africa.
Knowledge and experience in major environmental and sustainable development issues is desirable.

Software Engineer – Environmental Data Capacity (EDC) Toolkit

Duties and Responsibilities
Support the development and deployment of WESR use cases, including the Assessment Tool, Capacity Pathways, and Policy Guide components of the digital EDC Toolkit on the WESR Knowledge Hub.
Contribute to both front-end and back-end development of WESR applications and tools.
Assist with building content modules, navigation features, and user interface components.
Test digital tools, identify technical issues, and make improvements based on user feedback and pilot results.
Assist in troubleshooting and refining applications during implementation.
Prepare technical documentation to support continued maintenance of the WESR tools.
Contribute to knowledge transfer so internal teams can maintain the systems over time.
Support continued development of the EDC Toolkit and WESR Knowledge Hub to help meet the 2026 GEDS implementation milestones.
Work remotely and report to the DevOps and Infrastructure Unit Lead within the Office of the Chief Digital Officer at UNEP.
Qualifications and Experience
Advanced university degree (Master’s degree or equivalent) in Computer Science, Data Science, Information Management, Advanced Statistical Analysis, Information Technology, Software Engineering, or a related field.
A Bachelor’s degree together with two additional years of qualifying experience may be accepted instead of a Master’s degree.
At least five years of experience involving database development and archiving, software systems analysis, design, and development.
Experience developing workflow automation and service request tracking solutions.
Experience working as part of a team, including coordinating junior team members and interacting with clients.
Experience working on complex web application projects.
Previous experience with UN agencies or similar international organizations is desirable.
Experience working with multicultural teams is desirable.

Duties and Responsibilities
Evaluation Planning
Prepare survey protocols where they are required for the evaluation.
Develop and present criteria for selecting countries and/or sites for the evaluation mission.
Plan the evaluation schedule.
Prepare the Inception Report and incorporate feedback until it receives approval from the Evaluation Manager.
Data Collection and Analysis
Conduct additional desk research as required.
Carry out detailed interviews with project implementing and executing agencies, partners, and other stakeholders.
Maintain the independence and confidentiality of the evaluation process.
Provide regular progress updates to the Evaluation Manager.
Report any challenges or issues that could affect the evaluation.
Keep the Project Manager informed about evaluation progress.
Reporting
Prepare the Main Evaluation Report in accordance with the Evaluation Manager's requirements.
Ensure the final report is complete, consistent, coherent, and meets the required standards.
Work with the Evaluation Manager to address comments and revise the report until approval is obtained.
Prepare a Response to Comments annex identifying comments that were not accepted and explaining the reasons.
Where agreed, prepare a two-page Evaluation Brief summarizing the project being evaluated, key findings, and lessons.
Stakeholder Management
Maintain constructive working relationships with evaluation stakeholders.
Encourage participation throughout the evaluation while protecting the independence of the process.
Communicate promptly with the Evaluation Manager on matters requiring attention or intervention.
Independence Requirements
The consultant must not have previously participated in the formulation or implementation of UNEP projects or programmes.
The consultant must remain independent of the participating institutions.
The selected consultant will be required to sign the Evaluation Consultant Code of Conduct Agreement Form.
The UNEP Evaluation Office will select and engage the consultant through a consultancy contract.
Detailed terms of reference will be provided separately to the successful consultant.
Qualifications and Experience
Advanced university degree (Master’s degree or equivalent) in Environmental Sciences, International Development, relevant Political or Social Sciences, Communication, or a related field.
A Bachelor’s degree in a relevant field combined with two additional years of qualifying experience may be accepted instead of the advanced degree.
At least 10 years of technical or evaluation experience.
Experience evaluating large regional or global programmes is preferred.
Experience using a Theory of Change approach is required.
Good understanding of Nature-based Solutions for climate and biodiversity.
Knowledge of the UN system and UNEP’s work is desirable.
