Duties and Responsibilities

Capacity Development & Institutional Assessment

• Support assessments to determine the training needs of federal, regional, city and woreda authorities.

• Map institutions and assess stakeholders to identify gaps in planning and governance capacity related to displacement management.

• Assist in developing training curricula and learning resources covering durable solutions, area-based approaches and settlement management.

• Facilitate leadership development and peer-learning sessions and record participant feedback for follow-up activities.

Settlement Planning & Durable Solutions

• Conduct settlement assessments and urban diagnostics to identify spatial development issues, service deficiencies and the requirements of communities affected by displacement.

• Develop recommendations for settlement development and upgrading based on assessment findings and stakeholder consultations.

• Help incorporate durable solutions principles into local development and spatial planning processes.

• Provide municipalities with technical assistance on displacement-responsive planning approaches.

Climate-Smart Planning & Spatial Analysis

• Support the collection, verification and analysis of GIS and other spatial data required for settlement planning.

• Assist with suitability assessments and hazard mapping to guide planning and investment decisions.

• Examine settlement expansion patterns, environmental risks and access to essential services.

• Develop recommendations for climate-resilient planning based on spatial analysis and assessment results.

Land Governance & Tenure Security

• Support housing, land and property assessments connected to settlement planning and durable solutions.

• Contribute to the development of tenure-security tools and local land governance systems relevant to settlement planning interventions.

• Incorporate land governance and tenure considerations when identifying and prioritising intervention sites.

• Provide technical assistance during stakeholder consultations and validation workshops.

Coordination, Reporting & Knowledge Management

• Coordinate with regional bureaus, municipalities, land agencies and development partners to obtain technical contributions and support implementation of assigned activities.

• Prepare technical reports, consultation records and other project documentation required under the assignment.

• Provide inputs for monitoring, evaluation and reporting of assigned activities.

• Capture lessons learned and good practices to support future training and settlement planning initiatives.

Qualifications & Special Skills

• High school diploma or equivalent qualification is required.

• Additional training in urban planning, regional planning, human settlements, territorial planning, urban development, architecture or a related area is desirable.

• At least 7 years of relevant professional experience in urban planning, settlement development or a related field.

• The required experience may be reduced by 2 years for applicants holding a first-level university degree.

• Practical experience using GIS and spatial planning tools for settlement assessment and analysis is required.

• Experience in displacement, refugee response, recovery or durable solutions programmes is an advantage.

• Experience in capacity development, including preparing training resources and delivering training sessions, is desirable.

Duties and Responsibilities

The position will operate under the direct supervision of the Programme Manager and in close coordination with the Ethiopia Programme team.

GIS Database Development & Management

• Gather, organise and consolidate spatial and non-spatial datasets from government institutions, development partners and project sources.

• Build and maintain a geospatial database containing information on settlements, infrastructure, services, environmental characteristics and hazards.

• Develop metadata and apply appropriate data-management procedures to maintain data consistency, traceability and accessibility.

• Maintain backups and version control while supporting appropriate data sharing and knowledge-management practices.

Spatial Data Collection & Validation

• Conduct field verification, GPS surveys and other geospatial data collection activities within project target locations.

• Verify settlement boundaries, infrastructure positions and environmental features.

• Participate in community consultations and participatory mapping activities.

• Record field observations, validate spatial information and incorporate verified data into the GIS database.

Climate-Smart Suitability Mapping

• Assist in establishing settlement suitability criteria and conduct multi-criteria spatial analysis using approved methodologies.

• Assess infrastructure accessibility, service coverage and environmental and climate-related limitations.

• Produce suitability maps and settlement development scenarios to support planning and investment decisions.

• Provide maps, spatial analysis and explanatory information for inclusion in the Regional GIS Planning Atlas.

Hazard & Climate Risk Mapping

• Support the preparation of maps showing flood risks, heat stress and other relevant environmental hazards using available information and agreed methods.

• Assess the exposure of settlements and infrastructure to identified hazards and incorporate available climate projections where appropriate.

• Provide spatial evidence to support recommendations for climate-resilient planning.

• Develop clear maps and visual materials for consultations, validation exercises and decision-making.

Settlement Planning Support

• Assist with settlement profiling and urban and territorial planning assessments.

• Provide GIS-based inputs for infrastructure planning, service coverage assessments and settlement growth scenarios.

• Contribute to planning reports and technical recommendations using spatial analysis and field observations.

• Support durable-solutions planning approaches that respond to the needs of displacement-affected communities.

Capacity Development & Training Support

• Assist with GIS capacity-building activities for local authorities, including developing training materials and technical presentations.

• Demonstrate GIS applications and explain mapping outputs during workshops and training sessions.

• Prepare maps and spatial evidence to support City Leaders Training activities.

• Support peer-learning and knowledge-sharing initiatives focused on the use of spatial information in planning.

Coordination, Reporting & Knowledge Management

• Work with regional bureaus, municipalities, woredas and partner organisations to obtain data, validate findings and coordinate assigned activities.

• Participate in technical meetings, workshops and field missions related to the assignment.

• Prepare technical reports, maps, presentations and progress updates.

• Maintain geospatial repositories and supporting documentation and record lessons learned and good practices.

Qualifications & Special Skills

• High school diploma or equivalent is required.

• Additional training in urban planning, regional planning, human settlements, territorial planning, urban development, architecture or a related discipline is desirable.

• At least 5 years of progressively responsible experience in GIS, spatial planning, geomatics, remote sensing or a related area.

• The required experience may be reduced by 2 years for candidates holding a first-level university degree.

• Experience developing and maintaining spatial databases is required.

• Practical experience conducting field-based geospatial data collection and GPS surveys is required.

• Experience with suitability analysis, hazard mapping and geospatial modelling is required.

Duties and Responsibilities

Under the overall supervision of the Team Lead, Finance and Economy, the consultant will undertake the following responsibilities:

Diagnostic Assessment

• Map the institutional landscape in Dadaab-Hagadera and Kakuma, covering county, national, humanitarian and community stakeholders.

• Examine legal, policy, institutional and administrative frameworks and identify governance constraints affecting revenue mobilisation and service delivery in refugee-hosting areas.

• Assess service-delivery responsibilities, existing gaps and unfunded mandates.

• Estimate the scale and cost of current service requirements.

• Review available literature on local government finance, Own Source Revenue (OSR) and land-based financing in refugee-hosting settings.

• Assess the performance and potential of existing revenue instruments across five major revenue streams and identify ways to strengthen billing, collection and enforcement.

• Analyse county assets, liabilities, revenues, expenditure, financing gaps and fiscal sustainability, building on the Public Expenditure and Financial Accountability (PEFA) Assessment.

• Identify opportunities for reducing costs and financing capital investment projects.

• Assess available external funding and financing opportunities.

Strategy & Reform Design

• Develop case studies on public land use and land-value capture to identify potential revenue opportunities in the two counties/municipalities.

• Assess practical revenue options such as market fees, business permits, transport charges and income from commercial land and assets.

• Examine the potential use of digital tools, mapping systems and asset inventories to strengthen revenue administration.

• Develop practical recommendations for improving OSR and the broader financial position of refugee-hosting counties, particularly in relation to the transition to the Shirika Plan.

• Develop an OSR strategy for each county together with a phased implementation roadmap separating immediate revenue opportunities from medium-term and transfer/concessional-dependent options.

Capacity Building

• Develop a Practice Knowledge Tool focused on Municipal Revenue Enhancement and Financing, with particular emphasis on Dadaab and Kakuma.

Stakeholder Engagement & Representation

• Consult county and municipal officials, national government representatives, humanitarian and development partners, private-sector stakeholders and other relevant parties.

• Prepare high-quality written deliverables, presentations, technical notes and reports in accordance with UN-Habitat standards and the agreed consultancy workplan.

• Represent the Finance and Economy team in UN-Habitat meetings and engagements with external partners.

• Prepare and deliver presentations on UN-Habitat’s Finance and Economy work.

• Provide administrative and project-management assistance to the Finance and Economy Team when required.

Qualifications & Special Skills

Academic Qualification

• Advanced university degree (Master’s degree or equivalent) in Economics, Public Policy, Public Finance, Political Science, Development Studies or a related field is required.

• A first-level university degree combined with 2 additional years of qualifying experience may be accepted instead of an advanced university degree.

Work Experience

• At least 2 years of relevant professional experience in public finance, public policy and/or local economic development is required.

• Experience working with Own Source Revenue and/or municipal finance is desirable.

• Previous professional experience in developing countries is desirable.

• Experience with international development organisations, including the United Nations, is desirable.
