Duties and Responsibilities
Assist in setting up the polling station and counting room.
Demarcate and display posters at the polling station.
Control queues and guide voters to their respective polling stations.
Confirm that a voter has not voted by inspecting their fingers for indelible marks.
Identify voters before allowing them to vote.
Issue stamped ballot papers to voters duly identified in the register of voters.
Assist the Presiding Officer with sorting votes after voting as part of the counting process.
Perform any other official duties assigned by the Presiding Officer.
Requirements
Kenyan citizen of high integrity and non-partisan.
KCSE aggregate grade C- and above.
Must be of good character.
Must be available for the entire period of the exercise.
Must be a resident of the County Assembly Ward.
Wages
Polling Clerks/Counting Clerks will be paid Kshs. 1,000 per day.
Voter Educator

Requirements
Must be a resident of the Ward where the by-election is taking place.
Must be a speaker of the main language used by residents of the electoral unit.
Diploma and above in a relevant field such as Social Sciences or Project Management.
At least 3 years of experience in voter education, community mobilization, or social work within the respective by-election electoral unit.
Must be mature, respectable, and non-partisan, with a strong understanding of civil society organizations, geography, and the socio-cultural, economic, and political dynamics of the Ward.
Proof of successfully conducting voter education activities or informal training in collaboration with existing social networks within the electoral unit.
Demonstrable interest in electoral processes.
Proven commitment to values of patriotism, nation-building, good governance, democracy, human rights, and gender equity.
Must not be engaged in another job during the contract period and must commit to working exclusively for IEBC under the stipulated terms and conditions.
Working knowledge of computers, social media, and digital platforms.
Proven report writing skills.
Duties and Responsibilities
Distribute and disseminate voter education materials in schools, churches, mosques, health centres, markets, community centres, farms, business centres, and other locations.
Liaise with local stakeholders, relevant authorities, and community leaders to facilitate voter education activities.
Conduct voter education within the County Assembly Ward.
Act as a link between the IEBC Returning Officer, CSOs, CBOs, and the community.
Assess public understanding of matters relating to the electoral activity taking place in the Ward.
Monitor and evaluate voter education providers in the Ward.
Prepare and submit weekly activity reports to the Supervisor.
Perform any other assignments directed by the immediate supervisor.
Wages
Ward-based Voter Educators will be paid Kshs. 1,500 per day.
Support Electoral Trainer (SET)

Duties and Responsibilities
Assist in training Presiding Officers, Deputy Presiding Officers, and Clerks on polling, counting, and tallying processes.
Assist in preparing training venues and required training materials.
Perform the duties of a Presiding Officer or Deputy Presiding Officer as assigned by the Returning Officer.
Supervise individuals involved in training clerks and other election officials at lower-level clusters.
Assist the Returning Officer with electoral training activities.
Compile electoral training reports as directed by the Returning Officer.
Implement electoral training plans developed by IEBC.
Collect and ensure the security of election training materials.
Distribute electoral training materials at different levels.
Requirements
Kenyan citizen of high integrity and non-partisan.
Degree or Diploma certificate from a recognised institution.
Computer literate.
Proven and demonstrated training skills.
Ability to manage people.
Must be available for the entire period of the exercise.
Must be a resident of the County Assembly Ward.
Wages
Support Electoral Trainers will be paid Kshs. 2,000 per day.
Deputy Presiding Officer (DPO)

Duties and Responsibilities
Deputize the Presiding Officer in performing duties at the polling station.
Take overall responsibility for activities at the polling station when acting on behalf of the Presiding Officer.
Demarcate and arrange the polling station.
Ensure the safe use and operation of the KIEMS.
Ensure the KIEMS and power bank are fully charged and all components are available before departing for the polling station.
Supervise polling activities.
Distribute materials to polling clerks.
Officially declare the start of polling.
Run the network connectivity tool on the KIEMS at 5:30 a.m.
Open and close the polling station voting period on the KIEMS.
Ensure law and order is maintained at the polling station.
Ensure smooth movement of voters through the queue.
Ensure election results and logs are electronically transmitted from the polling station to tallying centres.
Show agents the tabulated results before transmission.
Supervise election officials at the polling station.
Maintain regular communication with the Constituency Returning Officer.
Post a copy of the election results at the polling station.
Deliver the results to the Constituency Returning Officer.
Oversee security at the polling station.
Ensure the safe retrieval and return of election materials to the Returning Officer.
Requirements

Degree or Diploma certificate from a recognised institution.
Computer literate.
Effective communication skills.
Good report writing skills.
Ability to manage people, sensitive data, and materials.
Data computation skills.
