Key Responsibilities
Programme Planning and Delivery
Support the planning, execution and monitoring of HURIA programmes across the assigned counties.
Ensure activities are delivered on schedule, meet expected results and remain aligned with approved budgets, workplans and organizational policies.
Help maintain the quality and effectiveness of programme interventions.
Human Rights and Community Engagement
Identify and monitor developing issues relating to human rights, governance, justice, peace and security.
Work closely with communities, grassroots groups and local actors to identify concerns, grievances and accountability gaps.
Document human rights violations and promote meaningful civic participation, particularly among young people and marginalized communities.
Stakeholder Relations
Establish and maintain productive working relationships with county and national government bodies, constitutional commissions, independent offices, security and justice institutions, civil society organizations, community groups and academic institutions.
Represent HURIA at appropriate coordination, stakeholder and policy meetings.
Research, Advocacy and Learning
Assist with research, assessments, data gathering, documentation and analysis.
Produce evidence and information on community and institutional matters to support advocacy and policy engagement.
Contribute to knowledge management and organizational learning initiatives.
Monitoring and Reporting
Follow up on programme activities, outputs and results while maintaining complete and accurate programme records.
Work with the MEAL function to support reliable and quality data collection.
Prepare reports, case studies, success stories, briefs and other documentation for management and programme partners within required timelines.
Peacebuilding and Organizational Priorities
Contribute to initiatives focused on peacebuilding, social cohesion, community resilience, community policing, police accountability, access to justice and inclusive governance.
Support programme development, partnership building, resource mobilization and other organizational priorities as required.
Qualifications and Experience
Bachelor’s degree in Development Studies, Human Rights, Law, Peace and Conflict Studies, Political Science, Sociology, Community Development, International Relations, Public Administration or another relevant discipline.
At least 3 years of relevant professional experience in programme implementation, human rights, governance, peacebuilding, community development, advocacy, justice or a related area, preferably within the NGO or development sector.
Proven experience engaging communities, civil society organizations, government institutions and other relevant stakeholders.
Practical experience facilitating community dialogues, training sessions, stakeholder forums and participatory activities.
Ability to gather, interpret and document information from programmes and communities.
Strong abilities in report preparation, documentation, communication, facilitation and stakeholder engagement.
Good understanding of human rights, constitutional governance, accountability, access to justice, peace and security, civic participation and community resilience.
Ability to work with minimal supervision, handle competing priorities and meet demanding deadlines.
Fluency in English and Kiswahili. Knowledge of local languages spoken in the assigned counties will be an advantage.
Willingness and ability to undertake extensive travel and field assignments across the two-county cluster.

A professional certification in grants management or compliance will be an added advantage.

Proven experience managing sub-grants funded by bilateral, multilateral or private donors.
Strong understanding of donor compliance requirements, procurement processes and risk management.
