Disbursement Officer
Role Purpose
The Disbursement Officer is responsible for monitoring and controlling disbursement transactions to ensure the accurate recovery, allocation, and reconciliation of costs incurred on behalf of clients. The role supports financial integrity by reviewing accounting balances, identifying discrepancies, coordinating corrective actions with operations and finance teams, and ensuring timely recovery of outstanding disbursements.
Working closely with Customer Operations Managers (COMs), Operations Supervisors, and the Financial Disbursement Controller, the Disbursement Officer ensures compliance with company financial procedures, improves the accuracy of financial records, and contributes to efficient cash flow management within the organization.
Key Responsibilities
1. Disbursement Analysis and Reconciliation
The Disbursement Officer is responsible for reviewing and reconciling disbursement transactions to ensure financial accuracy.
Key responsibilities include:
Analyze accounting balances for files within the disbursement control account.
Identify cases of under-recovery or over-recovery of disbursed funds.
Investigate discrepancies and recommend corrective actions.
Liaise with Customer Operations Managers (COMs) and the Financial Disbursement Controller to resolve outstanding issues.
Ensure all disbursement transactions are accurately reconciled and recorded.
Monitor aging balances and follow up on unresolved disbursement items.
2. Financial Control and Cost Allocation
The role ensures costs are accurately allocated to the appropriate financial accounts.
Responsibilities include:
Prepare journal vouchers for the reallocation of incorrectly posted costs.
Verify supporting documentation before processing adjustments.
Coordinate with Operations Supervisors to validate financial corrections.
Ensure cost reallocations receive the necessary approvals.
Maintain accurate records of all accounting adjustments.
Support the integrity of financial control accounts.
3. Reporting and Performance Monitoring
The Disbursement Officer provides timely financial reports to support operational decision-making.
Responsibilities include:
Prepare weekly reports on analyzed disbursement files.
Monitor progress toward clearing outstanding disbursement balances.
Identify files ready for classification and closure.
Present management with updates on recovery performance and outstanding issues.
Maintain accurate records of disbursement analysis and reconciliations.
Recommend process improvements based on reporting trends.
4. Recovery and Outstanding Account Management
The role supports timely recovery of funds disbursed on behalf of clients.
Responsibilities include:
Notify Customer Operations Managers of files requiring immediate recovery action.
Monitor overdue disbursement balances and follow up on outstanding recoveries.
Coordinate with operational teams to ensure prompt collection of recoverable amounts.
Escalate unresolved recovery issues where necessary.
Support initiatives that improve recovery rates and minimize financial exposure.
5. File Management and Archiving
The Disbursement Officer ensures proper management of operational files in line with company procedures.
Responsibilities include:
Identify active files remaining in the disbursement control account.
Monitor file aging and identify records exceeding established timelines.
Liaise with Customer Operations Managers to facilitate file closure and archiving.
Ensure files older than the approved retention period are processed appropriately.
Maintain accurate records to support document retrieval and audit requirements.
6. Compliance and Continuous Improvement
The role promotes compliance with financial policies and operational procedures.
Responsibilities include:
Ensure all disbursement activities comply with company financial policies.
Support internal and external audit processes by providing required documentation.
Maintain confidentiality of financial and client information.
Identify opportunities to improve disbursement controls and operational efficiency.
Participate in continuous improvement initiatives within the finance and operations functions.
Perform any other duties assigned in support of financial operations.
Academic Qualifications
Applicants should possess:
Diploma or Bachelor's Degree in Business Administration, Finance, Accounting, Commerce, Economics, or another related field from a recognized institution.
CPA Section II qualification is required.
Progress toward a full CPA qualification will be an added advantage.
Required Experience
The ideal candidate should demonstrate:
A minimum of two (2) years of experience in a disbursement, finance, accounting, or financial operations role.
Experience in disbursement control, reconciliations, or financial accounting.
Practical experience analyzing financial records and resolving accounting discrepancies.
Experience preparing journal vouchers and supporting financial adjustments.
Proficiency in accounting systems and Microsoft Office applications, particularly Microsoft Excel.
Experience within the logistics, freight forwarding, shipping, or supply chain industry will be an added advantage.
