Crisis Response Logistics Manager
Position Overview
We are seeking an experienced and strategic Crisis Response Logistics Manager to lead the planning, coordination, and delivery of logistics operations that support emergency response and humanitarian programmes. The successful candidate will oversee procurement, supply chain management, fleet operations, warehousing, logistics compliance, security coordination, and field support to ensure timely, cost-effective, and accountable delivery of humanitarian assistance.
This role requires a highly organized and solutions-oriented leader with extensive experience managing logistics in complex emergency environments. Working closely with country teams, regional leadership, donors, and external partners, the Crisis Response Logistics Manager will strengthen operational readiness, build local capacity, and ensure logistics activities comply with organizational policies and donor requirements.
Key Responsibilities
1. Procurement & Supply Chain Management
Develop and implement procurement strategies and supply plans that support emergency response operations.
Lead end-to-end procurement processes, ensuring transparency, value for money, and compliance with organizational and donor regulations.
Establish and maintain a vetted supplier database, including supplier assessments and performance evaluations.
Monitor procurement timelines and delivery schedules to prevent supply shortages and operational delays.
Negotiate contracts with suppliers and service providers while ensuring quality, cost efficiency, and timely delivery.
Support rapid procurement during emergency and outbreak response operations.
2. Logistics Operations & Emergency Response
Oversee regional logistics and supply chain operations supporting humanitarian and emergency response programmes.
Coordinate transportation, fleet operations, and logistics planning to ensure uninterrupted programme implementation.
Develop contingency logistics strategies to strengthen emergency preparedness and operational resilience.
Support field operations by providing technical logistics guidance and resolving operational challenges.
Conduct field visits to monitor logistics activities and strengthen operational performance where required.
3. Warehouse & Inventory Management
Provide oversight of warehouse operations to ensure safe, secure, and efficient storage of supplies.
Monitor inventory levels and implement effective stock control systems to prevent losses, expiries, and stock-outs.
Coordinate regular physical inventory counts and reconciliation exercises.
Ensure warehouse operations comply with organizational procedures and international humanitarian logistics standards.
Build the capacity of country office teams in inventory and warehouse management best practices.
4. Security & Risk Management
Support security planning by coordinating logistics movement protocols and transport arrangements.
Monitor security incidents that may affect logistics operations and recommend appropriate mitigation measures.
Ensure logistics activities comply with organizational security procedures and emergency response protocols.
Collaborate with security teams to support safe movement of personnel, vehicles, and supplies.
5. Team Leadership & Capacity Building
Lead, mentor, and support logistics teams across multiple operational locations.
Coordinate recruitment, onboarding, performance management, and professional development of logistics personnel.
Build staff capacity through coaching, training, and technical support.
Foster a collaborative, high-performing team culture focused on accountability, innovation, and continuous improvement.
Support country offices in strengthening logistics systems and operational capabilities.
6. Compliance, Reporting & Quality Assurance
Prepare accurate logistics reports, performance updates, and operational analyses for senior management and donors.
Support donor reporting by ensuring logistics information is complete, timely, and accurate.
Conduct internal logistics and supply chain audits to assess compliance and operational effectiveness.
Monitor implementation of audit recommendations and corrective action plans.
Ensure procurement, warehousing, and logistics activities comply with organizational policies and donor regulations.
7. Stakeholder Engagement & Coordination
Represent the logistics function in regional coordination meetings, technical forums, and emergency response platforms.
Collaborate with programme teams, finance, procurement, security, and external partners to ensure integrated operational support.
Build and maintain productive relationships with suppliers, humanitarian partners, and donor representatives.
Provide strategic logistics advice that supports programme planning and implementation.
8. Continuous Improvement
Identify opportunities to strengthen logistics systems, operational efficiency, and supply chain performance.
Introduce best practices that improve procurement, inventory management, transportation, and emergency response logistics.
Promote innovation, digital solutions, and data-driven decision-making within logistics operations.
Perform additional duties as assigned in support of organizational objectives.
Qualifications
Applicants should possess:
Bachelor's degree in Logistics, Supply Chain Management, Business Administration, Procurement, Operations Management, or a related field with at least eight (8) years' relevant humanitarian logistics experience;
OR
Master's degree in a relevant discipline with a minimum of five (5) years' experience implementing humanitarian programmes and managing logistics operations.
Professional certification or advanced training in Logistics, Supply Chain Management, Procurement, or a related field will be an added advantage.
Experience
The ideal candidate should have:
Minimum five (5) years' experience in a logistics management or leadership role.
Extensive experience managing humanitarian logistics in emergency or crisis response settings.
Demonstrated experience working with bilateral and multilateral humanitarian donors.
Strong knowledge of international donor procurement regulations and compliance requirements.
Experience in fraud prevention, compliance monitoring, and internal control systems.
Experience coordinating logistics across multiple countries or regions is highly desirable.

Reports To
Director, Rapid Response Unit.
Supervises
Logistics managers, logistics officers, and other direct or indirect reports within the logistics function.
Provides leadership, coaching, mentoring, and performance management to logistics teams across the region.
