Key Responsibilities
Building and Leading the Cost-Effectiveness Unit – 20%
Establish the Cost-Effectiveness Unit (CEU) as a sustainable area of practice within IDinsight and work with existing senior leaders to align the unit with the organization’s wider direction.
Develop practical service offerings covering cost-effectiveness audits, lean intervention design, cost-efficient implementation support, and technology-enabled resource allocation.
Create consistent methodologies, frameworks, and tools that can be used by organizations across the development sector.
Expand the team when there is sufficient demand and a strong project pipeline, including recruiting and developing staff with relevant cost-effectiveness expertise.
Produce useful public resources such as practical guides, templates, frameworks, and case studies.
Client Development and Engagement – 20% Steady State / 50% Initially
Identify organizations and projects where cost-effectiveness analysis can generate significant improvements, with particular attention to complex implementers operating across several countries.
Develop relationships and lead engagements with organizations such as Pact, CARE, Living Goods, and other BINGOs to integrate cost-effectiveness into their regular operations.
Support partners throughout the entire project cycle, from early ideas and programme design through implementation, rather than focusing only on evaluation.
Build connections with funders who support cost-effectiveness and analytical work and help secure financing from the wider development community.
Technical Delivery – 50% Steady State / 20% Initially
Lead analyses using existing programme data to establish cost baselines and identify areas where resources and spending can be optimized.
Guide lean programme design exercises, including Theory of Change sessions and rapid A/B testing, to find less expensive approaches that can maintain programme impact.
Establish cost-tracking and monitoring systems that support ongoing decision-making, adaptation, and improvement.
Work alongside IDinsight’s DSEM team to explore the use of artificial intelligence and machine learning in improving cost efficiency.
Build cost models and perform sensitivity analysis across different countries, programmes, and operating environments.
Thought Leadership – 10%
Participate in discussions and initiatives focused on improving cost-effectiveness methods and practice across the sector.
Share frameworks, lessons, and findings generated through IDinsight’s cost-effectiveness work.
Explore opportunities to revive practitioner-focused communities of practice around cost-effectiveness.
Represent IDinsight at relevant conferences and in discussions with donors on cost-effectiveness.
Qualifications
Required
Master’s degree or higher in Economics, Public Policy, or a related discipline; a PhD is preferred.
At least 5 years of experience in cost-effectiveness, cost-efficiency analysis, or closely related work, preferably within international development.
Proven ability to establish cost analysis systems and frameworks in complex organizations.
Demonstrated ability to turn economic analysis into practical operational decisions and organizational improvements.
Experience working with major implementing organizations, including NGOs, governments, or multilateral institutions.
Strong knowledge of cost modelling, sensitivity analysis, and financial analysis.
Proficiency in Stata or R and advanced Excel skills.
Experience managing projects and teams.
Strong communication skills and the ability to work effectively with both technical specialists and non-technical stakeholders.
Preferred
Experience using lean programme design and rapid-cycle testing approaches.
Understanding of how AI can be applied to improve cost optimization and efficiency.
Experience creating public goods, sector tools, frameworks, or other resources for wider use.
Experience obtaining funding for analytical or research-related projects.
Experience working across different countries and operating environments.
Fluency in French, particularly for engagement with partners in West Africa.
