Role Overview
The position provides financial management, budget administration and reporting support for UNEP OzonAction. The role also provides financial guidance to finance staff, supports budget and resource planning, oversees project financial processes, and coordinates reporting and audit requirements.
Key Areas of Responsibility
Financial Management
Provide corporate financial guidance to UNEP OzonAction finance staff and support compliance with established financial policies and procedures.
Oversee the processing of pledges and preparation of contribution invoices in accordance with decisions of UNEP governing bodies and the UNEP Executive Committee of the Multilateral Fund.
Monitor the recording of contributions and manage unidentified deposits according to applicable procedures.
Prepare financial reports for donors, intergovernmental bodies and legislative bodies.
Oversee the establishment of grants and monitor the financial lifecycle of projects, including the closure and clean-up of completed projects, grants and trust funds.
Monitor grant cash and loan balances.
Ensure financial records are accurate, current and appropriately reflected in the Annual Financial Statements.
Regularly review cash and receivable balances and donor reports.
Coordinate with internal and external auditors, respond to information requests, follow up on finance-related audit recommendations and prepare reports for relevant UN bodies.
Review legal instruments relating to donors and Implementing Partner agreements.
Develop and manage a corporate approach to UNEP's engagement with Implementing Partners.
Certifying Officer Responsibilities
Review and analyse information used to finalize cost estimates and budget proposals for extra-budgetary activities.
Assess staff and non-staff resource requirements submitted by divisions and offices at Headquarters and in the field, including their programmatic aspects.
Support managers in developing resource requirements for budget submissions.
Review and provide input into programme budget and financial implications.
Provide substantive support to intergovernmental and expert bodies during budget reviews and assist with securing the required approvals from governing bodies.
Budget Administration
Issue allotments and redeploy funds where required while ensuring expenditures are appropriately authorized.
Monitor budget implementation and recommend fund reallocations when necessary.
Track expenditure levels against approved resources.
Administer extra-budgetary resources, including reviewing agreements and cost plans for compliance with applicable regulations, rules, policies and procedures.
Prepare documentation required for budget performance submissions.
Review budget performance reports and recommend appropriate actions based on expenditure analysis.
Analyse differences between approved budgets and actual spending.
Lead the annual Financial Progress Report process and financial reporting to intergovernmental bodies and the General Assembly.
Manage audit processes and monitor the implementation of audit recommendations.
Additional Responsibilities
Keep current with documents, reports and guidelines relevant to programme and budget matters.
Ensure activities remain aligned with intergovernmental recommendations, decisions and United Nations policies and procedures.
Supervise subordinate staff where required.
Analyse financial and programme data to identify trends and patterns, presenting findings through graphs, charts, tables and reports to support planning, decision-making and reporting.
Perform other related duties as assigned.
