About the Role
Blue Ventures is seeking a Health, Safety and Security (HSS) Consultant to conduct a practical, evidence-based review of its existing HSS arrangements and develop a clear, proportionate pathway toward a stronger and more consistently implemented framework.
The consultant will evaluate current systems and practices, draw on relevant experience and good practice, identify significant gaps and risks, and provide practical recommendations for improving the design and implementation of HSS arrangements.
The review should go beyond simply checking policy compliance. It should determine how Blue Ventures can make effective risk-based decisions, maintain appropriate oversight, support employees and partners, and adapt to changing operational environments while remaining agile and avoiding unnecessary bureaucracy or the creation of a large central HSS function.
Objectives
Evaluate the effectiveness, consistency and practical use of Blue Ventures’ existing HSS policies, procedures, systems, tools, controls and governance structures.
Identify significant legal, duty-of-care, operational, safeguarding-related and reputational risks, taking into account differences across countries and types of activities.
Develop recommendations for a unified, risk-based HSS framework that reflects Blue Ventures’ strategy, international operations, partner-focused delivery approach and commitment to maintaining a lean and agile organization.
Establish clear responsibilities, accountabilities, decision-making authority, escalation mechanisms and assurance roles across the Board, Executive Leadership Team, global and regional functions, country teams, programmes and partners.
Recommend practical minimum HSS standards, requirements for local adaptation and suitable tools for employees, consultants, volunteers, visitors and, where applicable, implementing partners.
Assess and advise on the appropriate combination of internal HSS capacity and external specialist support, including security intelligence, country risk information, travel assistance, incident response and specialist marine or road safety expertise.
Develop a realistic and prioritised implementation plan covering immediate measures to reduce key risks as well as longer-term improvements to HSS systems and processes.
