As the company continues to expand its construction supervision team in Dubai, it is seeking an experienced HSE Officer to support health, safety, and environmental compliance across its construction projects.
Job Summary
The HSE Officer will oversee the implementation and monitoring of health, safety, and environmental requirements at construction sites. The role involves ensuring that site activities comply with approved HSE plans, risk assessments, method statements, project requirements, UAE regulations, and relevant safety standards.
The successful candidate should have practical construction site experience and a strong understanding of workplace safety, hazard identification, risk control, and site inspections.
Key Responsibilities
Implement and monitor HSE procedures and site safety requirements in line with project standards.
Carry out routine site inspections to identify hazards, unsafe conditions, and unsafe work practices.
Ensure construction activities follow approved Risk Assessments, Method Statements, and HSE procedures.
Monitor adherence to Permit to Work (PTW) requirements for high-risk activities.
Identify safety breaches and ensure suitable corrective measures are implemented.
Monitor safety controls for high-risk activities such as working at height, lifting, scaffolding, excavation, hot work, confined spaces, and related operations.
Perform daily safety inspections and prepare HSE inspection and observation reports.
Deliver toolbox talks, safety briefings, and safety awareness sessions.
Ensure employees and subcontractors complete the required safety induction before starting work.
Monitor correct PPE usage and enforce established site safety requirements.
Report accidents, incidents, near misses, hazardous conditions, and other HSE concerns to the HSE Engineer or Manager.
Support accident and incident investigations and assist with corrective and preventive actions.
Monitor housekeeping, emergency access and exits, fire safety arrangements, and overall site conditions.
Monitor contractors and subcontractors to ensure compliance with project HSE standards.
Maintain inspection checklists, HSE records, observation reports, toolbox talk records, and other required safety documentation.
Participate in emergency drills, safety campaigns, audits, inspections, and HSE meetings.
Work closely with engineers, supervisors, contractors, and workers to address and resolve safety-related concerns.
Promote a proactive safety culture and encourage safe working practices throughout the project.
Requirements
Bachelor’s Degree, Diploma, or relevant qualification in Engineering, Occupational Health and Safety, Environmental Science, or a related field.
At least 3–5 years of HSE experience within the construction industry.
Previous construction experience in the UAE or GCC is preferred.
High-rise construction experience is preferred for roles assigned to high-rise projects.
NEBOSH IGC, IOSH, or an equivalent HSE certification is preferred or required depending on project requirements.
Strong understanding of construction safety procedures, hazard identification, and risk control.
Good knowledge of Risk Assessments, Method Statements, Job Safety Analysis (JSA), Permit to Work (PTW) systems, PPE requirements, and emergency procedures.
Practical experience conducting site inspections, toolbox talks, safety briefings, and HSE observations.
Knowledge of UAE HSE regulations and relevant construction safety standards.
Ability to recognize unsafe conditions and recommend appropriate corrective measures.
Strong communication and interpersonal abilities, with the capacity to work effectively with workers, supervisors, engineers, contractors, and subcontractors.
Good reporting, documentation, observation, and problem-solving skills.
Ability to perform effectively in a busy and demanding construction site environment.
