Human Resources Officer – Kakuma
Role
Act as the main HR contact responsible for coordinating and delivering Human Resources services across the Kakuma field office.
Key Responsibilities
Talent Acquisition
Lead recruitment activities for functional, administrative, and support positions within the field office, covering both regular and Just-in-Time hiring needs.
Coordinate internal mobility initiatives for employees recruited internally.
Participate as the HR representative on recruitment panels and provide support for localized recruitment of national and incentive staff.
Talent Management
Coordinate effective onboarding and staff transition processes for employees based in the field.
Oversee the implementation of performance management activities for field staff.
Advise and assist line managers when dealing with corrective measures and disciplinary matters.
Coordinate staff separation and exit procedures for all field-based employees.
Monitor approved staff development plans and career progression goals.
Contribute to compensation and benefits planning by organizing localized salary surveys at least every two years and identifying issues that may affect staff retention.
Services and Administration
Directly supervise the field-based Human Resources Officer and ensure that:
Staff leave and absenteeism are monitored on a daily, weekly, and monthly basis as required.
Personnel records covering recruitment, leave, training, performance, benefits, payroll, and timesheets remain complete and current.
The County recruitment tracker is consistently updated.
All field staff are properly enrolled in payroll, benefits schemes, and relevant statutory programs.
Staff training activities are coordinated and facilitated effectively.
Exit procedures are properly completed for employees leaving the field office.
The HR Coordinator receives regular information regarding changes in staff status.
Employee Relations
Assist employees and supervisors in addressing workplace grievances, disputes, and related concerns.
Organize monthly staff meetings focused on engagement and training.
HR Information Systems
Manage talent acquisition and talent management activities through Cornerstone.
Keep employee and HR information accurate and updated within Workday.
Process incentive staff payroll through Paymaster and provide support for activities conducted through the Integra system.
Reporting
Submit bi-weekly and monthly updates to the HR Coordinator covering:
Personnel records
Recruitment activities
Leave and attendance
Training
Performance management
Benefits
Payroll
Duty of care
Employee relations matters
Payroll
Forward national staff payroll information to the Nairobi office by the 15th of every month.
Supervise the processing of incentive staff payroll by the 20th of each month.
Handle and respond to employee questions concerning salaries, payroll, and benefits.
Safeguarding
Uphold high standards of integrity and professional behavior by actively preventing abuse, exploitation, and harassment.
Help maintain a safe and respectful workplace and community environment for clients, employees, and communities.
Report safeguarding concerns promptly in line with IRC policies and established procedures.
Qualifications
Bachelor’s degree in Human Resources Management or Business Administration.
A Bachelor’s degree in another discipline combined with a Postgraduate Diploma in Human Resources Management will also be considered.
At least 5 years of uninterrupted experience in a comparable HR position, including a minimum of 3 years working in a supervisory role.
Must be a certified HR practitioner in accordance with the IHRM Act.
Previous experience with an international non-governmental organization is an added advantage.
Knowledge and Skills
Sound understanding of Kenyan employment legislation and statutory obligations, including the Employment Act, WIBA, OSHA, NITA, RBA, NHIF, NSSF, and PAYE.
Knowledge of compensation and employee benefits practices.
Competence in Microsoft Office applications and payroll management systems.
