Investigator
Key Responsibilities
Plan, coordinate and carry out investigations into suspected misconduct, malfeasance, mismanagement, fraud, corruption, misuse or wastage of resources, and breaches of United Nations rules, regulations and relevant administrative policies. This includes matters involving Sexual Exploitation and Abuse (SEA) and Sexual Harassment.
Establish the facts of each case, reach appropriate findings and develop recommendations for corrective action, disciplinary measures and jurisdictional proceedings where applicable.
Prepare investigation reports, official correspondence and other written materials, as well as assist in reviewing documents prepared by other investigators.
Conduct legal research and assess evidentiary materials collected for ID/OIOS investigation reports.
Review and update ID/OIOS investigation guidance and reference materials in line with emerging best practices and legal developments.
Examine policy decisions, follow up on their implementation and assess their legal implications.
Provide advice on the operational impact of United Nations jurisprudence and relevant General Assembly resolutions.
Promote effective collaboration with other OIOS divisions and with relevant offices and departments across the United Nations Secretariat and Field Missions.
Participate in investigation planning sessions, briefings and conferences involving investigation personnel and ID/OIOS members.
Support Intake services, including management of the ID/OIOS hotline, opening new matters, assessing jurisdictional authority, conducting preliminary reviews, recommending appropriate disposition and liaising with relevant offices concerning allegations involving United Nations peacekeepers.
Support the centralized ID/OIOS Referral service by preparing referral correspondence, compiling supporting evidence, assessing proxy investigations, responding to referral-related inquiries and following up with the relevant entity regarding the outcome.
Undertake administrative responsibilities associated with implementing applicable policies and procedures.
Collect and analyze data to identify patterns and emerging trends, presenting findings through charts, graphs, tables and reports using data visualization techniques to support evidence-based planning, decision-making and reporting.
Perform any other duties assigned as required.
Work Experience
At least five years of progressively responsible full-time experience in investigative work is required.
Demonstrated experience in collecting, analyzing and presenting evidence is required.
Previous experience conducting investigations in an international setting is required.
Experience working with an international organization or multilateral public institution is desirable.
At least two years of experience in data analytics or a related field is desirable.
