JOB PURPOSE
The overall purpose of this role is to provide strategic and technical leadership in the continuous optimisation of hospital operations, with a strong focus on innovation, process improvement, system reliability, and the effective availability of critical ICT infrastructure and applications.
The position will be responsible for driving the continuous improvement and renewal of core hospital processes while ensuring the availability, reliability, and effective operation of hospital systems, networks, databases, and data security systems. This will ensure that ICT services provide optimum support to hospital operations and remain aligned with the organisation’s strategic objectives.
A key responsibility of the role will also be to play a critical part in the successful implementation of the new HMIS (Hospital Management Information System). This will involve providing leadership and oversight in areas including system design architecture, integration management, quality assurance, performance testing, data validation, and release readiness.
The position will ensure a smooth and successful HMIS Go-live while supporting the delivery of enhanced product features designed to improve patient care, operational efficiency, system reliability, and data security.
ROLES AND RESPONSIBILITIES
1. Product Development and HMIS Enhancement
Lead product development activities and oversee the building and delivery of enhanced product features that integrate effectively with the HMIS.
Drive the development of innovative solutions that contribute to improved patient care, operational efficiency, and data security.
Ensure that product development activities are aligned with the requirements of hospital operations and the objectives of the HMIS implementation.
Support the continuous optimisation and renewal of core hospital processes through appropriate technology and system enhancements.
2. Development Planning and Delivery Management
Develop a clear work breakdown structure for development activities.
Manage backlog grooming to ensure that development priorities are clearly defined and appropriately organised.
Assign development tasks to developers based on the established work requirements.
Establish and enforce clear Definition of Done standards to ensure that development activities meet the required expectations before being considered complete.
Maintain appropriate oversight of development activities to support reliable and consistent delivery.
3. Quality Assurance and Testing
Oversee comprehensive quality assurance activities across the HMIS and related applications.
Ensure that appropriate testing is completed before features are released.
Coordinate and oversee performance testing to assess system performance and reliability.
Ensure usability testing is undertaken to assess the effectiveness and usability of relevant applications.
Conduct regression testing to confirm that new developments do not negatively affect existing functionality.
Support and oversee automated testing and unit testing activities.
Ensure integration testing is conducted across relevant systems and applications.
Oversee end-to-end testing to validate complete business workflows before feature release.
Ensure that all required pre-release functional, performance, security, and data validation testing is completed thoroughly.
Ensure that testing activities and results are properly documented before system features are released.
4. System Architecture, Integration and Data Validation
Lead system design architecture activities relating to hospital systems and the HMIS.
Provide oversight of integration management across relevant hospital applications and systems.
Validate APIs to ensure that system integrations operate appropriately.
Conduct and oversee data integrity checks across hospital systems.
Use SQL-based validation where required to verify data accuracy and integrity.
Ensure reporting accuracy through appropriate data validation and system checks.
Support reliable integration between systems while maintaining the required standards for data integrity and system performance.
5. Automation and Continuous Delivery
Design, implement, and maintain scalable automation frameworks to support effective and continuous quality validation.
Develop and maintain CI/CD pipelines that support reliable and efficient software delivery.
Ensure automation and continuous delivery processes contribute to consistent quality assurance.
Support the reliable delivery of software and system enhancements through appropriate automation, testing, and continuous validation practices.
6. ICT Infrastructure and Systems Management
Oversee the design, implementation, and maintenance of the hospital’s ICT infrastructure.
Ensure effective management of hospital hardware and software environments.
Oversee hospital networks and databases to ensure their reliability and continued availability.
Maintain appropriate oversight of data security systems.
Ensure that ICT infrastructure and systems provide reliable and optimum support to hospital operations.
Support the continuous availability of hospital systems, networks, databases, and data security systems in line with the organisation’s operational and strategic requirements.
7. ICT Budget Management
Work together with the Director, ICT & Transformation Services, to prepare the annual ICT budget.
Monitor the implementation of the approved ICT budget.
Ensure that ICT expenditure is appropriately managed following budget approval.
Support cost containment and ensure value for money in ICT-related activities and expenditure.
8. Quality Management and Compliance
Ensure the full implementation of all hospital-approved quality management systems within the ICT division.
Ensure compliance with applicable ISO standards adopted by the hospital.
Support implementation of the Environmental Management System (EMS).
Ensure compliance with Occupational Health & Safety (OH&S) requirements applicable to the ICT division.
Maintain appropriate ICT compliance with the hospital’s established quality management systems and requirements.
9. Leadership, Coaching and Mentoring
Mentor and coach development engineers and quality assurance engineers.
Establish appropriate automation and testing standards for development and QA activities.
Promote consistent application of established quality standards.
Foster a culture focused on quality, reliability, continuous improvement, and effective software delivery.
Provide technical and professional guidance to development and QA teams.
10. Collaboration and Issue Resolution
Work closely with clinical, operational, product, and engineering stakeholders.
Collaborate with relevant teams to investigate system and application issues.
Conduct root-cause analysis to identify the underlying causes of problems and system issues.
Support the resolution of identified issues and ensure that appropriate actions are taken.
Ensure that system releases are of high quality, reliable, and appropriately validated before deployment.
Maintain effective collaboration and communication across the different stakeholders involved in HMIS implementation and hospital ICT operations.
11. Other Responsibilities
Perform any other responsibilities that may be assigned by the supervisor from time to time.
EDUCATION AND EXPERIENCE
12. Educational Qualifications
The candidate should possess:
A Bachelor’s degree in Information Technology, Computer Science, Computer Engineering, Software Engineering, Electric or Electrical Engineering, Information Systems, or another related engineering field.
The degree should be from a recognised institution and should have a strong mathematical and physics background.
Not less than 12 years of hands-on experience.
A Master’s degree would be an added advantage.
Professional ICT qualifications and certifications from recognised institutions.
13. Professional Experience
The candidate should have:
A minimum of 10 years of Information Technology experience.
Experience in computer operations management.
Experience across multiple roles involving systems implementation.
Experience in system architecture.
Experience in security and compliance.
Experience with business-wide strategic planning responsibilities.
At least 5 years of experience at management level.
The candidate should also demonstrate a proven ability to improve software quality, reduce regression cycles, validate complex business workflows, and work effectively with cross-functional engineering, product, and business teams within agile environments.
14. Technical Experience
Strong practical experience in the following areas is highly desirable:
Test automation frameworks such as Playwright, Cypress, Selenium, and Robot Framework.
API testing.
SQL-based data validation.
CI/CD pipelines, including GitHub Actions, Jenkins, and Azure DevOps.
Quality assurance practices.
Enterprise Information Systems.
Data security.
Database management.
Large-scale system implementations.
Experience with Enterprise Information Systems in high-velocity industries such as Fintech and Health Tech is a significant advantage, particularly where this experience includes data security, database management, and large-scale system implementation.
