Legal Advisory and Capacity Building

Provide legal technical assistance and institutional capacity-building support to countries developing or strengthening legislation and regulations related to plastic pollution.
Support enforcement agencies, including judicial institutions and customs authorities, by promoting effective implementation of environmental laws and regulatory frameworks.
Advise governments and other stakeholders on the interpretation and application of environmental legislation relating to plastics and pollution management.

Legal Research and Legislative Development

Conduct comprehensive legal research and policy analysis on environmental law and plastic pollution issues at national, regional, and international levels.
Prepare legal studies, comparative analyses, briefing papers, reports, correspondence, and other technical documents to support program implementation.
Review legislation, legal instruments, and policy documents relating to the plastics value chain to identify legal gaps, inconsistencies, and opportunities for regulatory improvement.
Draft or contribute to the preparation of legislative texts, legal commentaries, background papers, training materials, and technical publications on international environmental law.

Legal Analysis and Programme Support

Analyze legal issues concerning substantive and procedural environmental law, comparative legal frameworks, and the environmental rule of law, in collaboration with senior legal professionals.
Prepare or support the development of legal opinions and advisory notes relating to plastic pollution and relevant resolutions and decisions adopted by the United Nations Environment Assembly (UNEA).
Assist in negotiating and drafting agreements, contracts, and other legal instruments with governments, non-governmental organizations, and public or private sector partners in support of environmental law initiatives.

Data Analysis and Reporting

Collect, analyze, and interpret legal and programmatic data to identify trends and inform decision-making.
Present findings using graphs, charts, tables, dashboards, and analytical reports to support planning, monitoring, and performance reporting.
Apply data visualization techniques to improve the communication of legal and program information.

Team Support

Provide technical guidance and mentorship to junior staff members.
Perform other legal and program-related duties assigned in support of organizational objectives.

Applicants should possess:

A master's degree in Law with specialization in Environmental Law or a related legal discipline. A bachelor's degree in Law combined with extensive relevant professional experience may be considered in place of an advanced degree.
Additional academic training or certification in Data Analytics, Business Analytics, Data Science, or a related field will be considered an added advantage.

Candidates should have:

At least five years of progressively responsible experience drafting or reviewing national legislation addressing plastic pollution and environmental protection across the plastics life cycle, including product design, manufacturing, and waste management.
A minimum of two years of experience working within the legal office of a government ministry or department responsible for plastics regulation, environmental protection, or pollution control.
Demonstrated experience providing legal advice to governments, organizations, or private sector entities on matters related to plastic pollution or broader environmental law.
At least two years of practical experience in data analytics, data interpretation, or a related analytical field.

Fluency in English is required.
Knowledge of French, Spanish, or Arabic will be considered an added advantage.
