MEAL Officer

Position Overview
The MEAL Officer will support the quality, effectiveness and accountability of HelpAge’s global programmes, advocacy initiatives and organisational performance. The role will provide technical support in developing and implementing monitoring and evaluation frameworks, coordinate learning activities and advise programme teams and Network Members on MEAL practices.
The postholder will work across teams and Impact Vehicles to coordinate performance measurement, evaluations, rapid needs assessments, planning and reporting processes. The role will help ensure that programmes and influencing activities are based on evidence, reflect the experiences of older people and contribute to learning, transparency and continuous improvement.
Key Responsibilities
Organisational Performance and M&E Frameworks
Coordinate and provide technical input into the development and implementation of M&E frameworks and tools for global programmes, advocacy initiatives and Impact Vehicles.
Support teams in defining indicators, establishing baselines and monitoring outcomes in line with HelpAge’s Global Impact Framework.
Coordinate the development and review of results frameworks, log frames, indicators, baselines and targets across teams and Impact Vehicles.
Identify appropriate data sources, data collection methods and evidence requirements for organisational and Impact Vehicle indicators and targets.
Serve as the organisational focal point for standardising KPI measurement across Impact Vehicles by maintaining consistent indicator definitions, measurement tools, evidence requirements and reporting approaches, subject to technical sign-off by the Global Impact Adviser.
Coordinate organisation-wide Impact Vehicle performance tracking and work with relevant teams to ensure results are collected, analysed and reported consistently and on time.
Coordinate the development and review of organisational MEAL policies, procedures, standards and guidance.
Technical MEL Support
Provide advanced technical MEAL advice, support and quality assurance across HelpAge’s global programme portfolio.
Work with programme teams and Network Members throughout proposal development, programme design, implementation, monitoring, reporting and learning.
Provide technical support to advocacy teams to monitor and measure campaign outcomes, policy engagement and strategic partnerships.
Develop and apply methods and tools for tracking policy change, stakeholder influence and advocacy impact.
Accountability and Participation
Provide guidance on participatory monitoring approaches that meaningfully involve older people and marginalised groups.
Work with programme and Network Member teams to establish inclusive and culturally appropriate feedback and response systems at community and country levels.
Collaborate with the Data and Accountability Officer to ensure feedback information is analysed and used to improve programmes and advocacy activities.
Promote transparency, responsiveness and power-sharing through stronger accountability practices.
Organisational Learning and Knowledge Sharing
Coordinate learning reviews, after-action reviews and annual and mid-term reflection processes across teams.
Document and share key lessons, good practices and innovations.
Facilitate organisational learning events, webinars and communities of practice.
Rapid Needs Assessments
Serve as HelpAge’s technical focal point for rapid needs assessments and maintain organisational methodologies, tools, standards and guidance.
Advise and coordinate teams conducting rapid needs assessments, including sampling approaches, data collection methods, questionnaire design, analysis and quality assurance.
Coordinate and provide final technical quality assurance for rapid needs assessment reports.
Establish requirements and timelines, coordinate and consolidate contributions from colleagues and ensure findings and recommendations are methodologically sound and supported by available evidence.
Ensure assessment reports are suitable for organisational and external use.
Evaluation and Evidence Generation
Act as a technical focal point for evaluations of short-term projects and advise teams on suitable evaluation approaches, methodologies and designs.
Coordinate evaluations as required while organisational technical oversight remains with the Global Impact Adviser.
Provide technical quality assurance on evaluation designs, methodologies, findings and deliverables.
Support the preparation of evaluation terms of reference and methodologies.
Support evaluation processes from inception and data collection through analysis and final delivery.
Coordinate the dissemination of evaluation findings across the organisation.
Support teams to apply evaluation findings to strategy, fundraising and programme design.
Capacity Strengthening
Design and deliver MEAL and accountability training and tailored technical support for HelpAge teams, partners and Network Members.
Develop practical guidance, templates and toolkits to strengthen MEAL practices across the organisation.
Build internal capacity for adaptive programme management and evidence-based decision-making.
Planning, Reporting and Coordination
Support the Global Impact Adviser by coordinating key elements of HelpAge’s annual business planning, organisational reporting and donor reporting cycles.
Coordinate and review inputs from teams across different functions and regions.
Work closely with the Global Impact Adviser and Data and Accountability Officer to promote effective use of data and alignment between organisational planning, reporting systems, frameworks and data.
Participate actively in relevant cross-team learning and coordination platforms.
Provide MEL insights to fundraising, donor reporting and strategic planning processes.
Skills and Experience Required
Essential
Significant experience in Monitoring, Evaluation, Accountability and Learning within international development, humanitarian or advocacy-focused organisations.
Advanced knowledge of MEAL principles, including experience developing M&E frameworks, theories of change, indicators and MEL plans.
Strong quantitative and qualitative data collection and analysis skills.
Experience applying MEL approaches in advocacy, campaigning or policy-influencing environments.
Experience coordinating donor or organisational reporting and turning complex programme and performance information into clear, evidence-based reports.
Experience coordinating organisation-wide or multi-team planning, performance measurement or reporting processes, including setting requirements, managing contributions and addressing incomplete or poor-quality submissions.
Knowledge of accountability principles and practical experience with feedback, complaints and response mechanisms.
Strong facilitation skills and experience developing and delivering MEAL training and learning activities.
Ability to explain technical information clearly to non-specialist audiences.
Demonstrated ability to collaborate with diverse teams and work across different cultural contexts.
Familiarity with digital data collection and analysis tools such as Power BI, Kobo Toolbox, DHIS2 and Excel.
Demonstrated experience coordinating rapid needs assessments in humanitarian settings, including developing methodologies and tools, coordinating technical inputs, resolving data-quality and analytical issues, coordinating report production and providing final technical quality assurance.
Excellent written and spoken English, including the ability to prepare and quality assure high-quality organisational and donor reports.
Ability to work across different time zones.
Demonstrated understanding of and commitment to the principles of Partner Led Programming.
Desirable
Fluency in one or more additional languages commonly used in the Global South, such as Spanish, French or Arabic.
Ability to work effectively across cultures, sectors and geographical locations using inclusive and equitable approaches.
Knowledge of ageing, disability, inclusion, humanitarian inclusion or rights-based programming.
