Job Summary
The Program Officer, Partnerships serves as a key operational support role for CARE USA's global partnership function within the Program Strategy & Innovation (PSI) division. The position supports the AVP, Program Strategy & Partnerships and the Director of Partnerships by managing the strategic partnership pipeline, coordinating due diligence and agreement processes, maintaining partnership information systems, and ensuring active partnership tracks move forward according to agreed timelines and quality standards.
The role also provides workflow and tracking support across the broader Program Strategy & Partnerships function. This includes managing systems such as the Bid Pipeline Management tracker, the IPO/PSI tracker, and other tracking tools introduced as needed. While partnership management is the primary focus, broader workflow coordination remains an ongoing responsibility.
The Program Officer works closely with the Director of Partnerships and AVP to ensure global partner engagements involving corporate foundations, development finance institutions, social impact investors, and private sector alliances are properly coordinated and documented. The role supports engagements from initial identification through agreement signing and implementation.
The ideal candidate should be highly organized, proactive, and capable of coordinating complex workflows involving multiple stakeholders. Strong writing skills and the ability to work effectively across different functions and time zones are also important.
Responsibilities
Partnership Pipeline and Cross-Functional Workflow Management
Own and regularly update CARE's global partnership tracker, ensuring active partnership tracks have current information on status, pending actions, and assigned ownership.
Support the AVP, Program Strategy & Partnerships and Director of Partnerships by managing workflow processes and tracking systems across the wider function, including the Bid Pipeline Management tracker and IPO/PSI tracker.
Prepare a weekly pipeline status update for the Director and AVP, highlighting risks, obstacles, and time-sensitive matters requiring escalation.
Coordinate follow-up activities, meeting arrangements, and documentation for active partnership and workflow tracks.
Maintain a consolidated view of the partnership portfolio by partner type, engagement stage, and alignment with PSI signature programs.
Conduct targeted desk research to support partner identification, landscape mapping, and assessment of potential opportunities as requested by the Director of Partnerships.
Due Diligence and Agreement Coordination
Manage the tracking process for MOUs, partnership frameworks, and other agreements by monitoring progress and identifying outstanding legal or signature requirements.
Escalate outstanding legal or signature issues to the Director within 24 hours of identifying them.
Coordinate with CARE's Legal and Compliance teams on due diligence processes, including compiling required documentation and monitoring review timelines.
Coordinate review processes for concept notes and partnership proposals by collecting input from PSI technical leads, managing deadlines, and ensuring documents are completed on time.
Maintain a coordination log covering active concept notes, proposals, and agreements, including pending decisions, approvals, and next steps.
Support partnership-related budget development and MEL framework processes by tracking contributions, consolidating document versions, and coordinating review and approval workflows.
Partnership Materials and External Communications
Coordinate the preparation of partnership materials such as pitch decks, one-pagers, briefing notes, and talking points.
Manage review timelines and ensure final partnership materials are available at least 48 hours before partner meetings or events.
Prepare and distribute pre-meeting briefings and post-meeting action logs for partnership engagements involving the Director or AVP.
Support the preparation of partner communications, progress reports, and proposal narratives as directed by the Director of Partnerships.
Contribute to communication materials, case studies, and success stories that demonstrate the impact of CARE's strategic partnerships for internal and external audiences.
Partnership Knowledge Management and Internal Capacity
Establish and manage a Partnership Learning Hub for organizing, documenting, and sharing partnership best practices, tools, templates, and lessons learned across PSI and with relevant stakeholders, including Resource Development and Advocacy.
Develop and maintain partnership tools and templates that strengthen the ability of PSI technical teams to manage and engage with strategic partners.
Share important findings and lessons from partnership activities through presentations and written summaries at relevant CARE forums and communities of practice.
Review partnership portfolio data to identify patterns and insights that can support adaptive management by the Director and AVP.
Required Qualifications
Bachelor's degree in International Development, Business, Public Policy, or a related field, or an equivalent combination of education and work experience.
At least 5–7 years of experience in partnership coordination, program management, or external relations within the international development or social impact sector.
Demonstrated experience managing complex workflows, timelines, and deliverables involving multiple stakeholders and concurrent workstreams.
Experience coordinating legal or compliance review processes involving MOUs, partnership frameworks, or grant agreements.
Strong proficiency in partnership or project tracking systems, document management platforms, and productivity tools such as Salesforce, Asana, SharePoint, or similar systems.
Excellent written communication skills and the ability to prepare high-quality external-facing materials, including briefings, one-pagers, and proposals.
Demonstrated ability to develop and manage relationships with diverse stakeholders across the international development sector.
Ability to prioritize and manage varied responsibilities across multiple projects while working within competing time and resource constraints and with minimal supervision.
Preferred Qualifications
Master's degree in a relevant field.
Familiarity with CARE's technical areas, including gender equality, climate, food systems, and women's economic empowerment.
Experience supporting fundraising, proposal development, or resource mobilization activities.
Knowledge of blended finance, ESG-aligned partnerships, or private-sector engagement models.
Experience managing workflow or tracking systems for a broader team or function rather than a single portfolio.
French and/or Spanish language skills.
