Regional Program Coordinator – Humanitarian Programme
Location: Regional / Field-based across Sudan, South Sudan and Chad

This is a regional leadership role for an experienced humanitarian professional who can bring multiple country programmes together around common objectives, consistent standards, strong coordination, and measurable results.
The Regional Program Coordinator will provide strategic oversight across a multi-country programme operating in Sudan, South Sudan, and Chad. The role connects country teams, programme functions, finance, partners, and donors while helping ensure that implementation remains on track and aligned with contractual and organizational requirements.
A role built around regional coordination
The RPC will oversee the overall programme cycle, bringing together planning, implementation, monitoring, reporting, financial oversight, and administrative coordination.
A key part of the role will be maintaining consistency across the three countries without losing sight of the different operational realities in each location. The position will promote cross-country learning, identify opportunities for regional collaboration, and help programme teams apply lessons and good practices across their work.
Programme delivery and quality
You will be responsible for helping country offices deliver against agreed objectives and maintain high standards throughout implementation.
This includes:
Leading and consolidating programme planning, implementation, and reporting.
Overseeing programmatic, technical, financial, and administrative aspects of delivery.
Coordinating quarterly work-plan preparation.
Identifying where additional external technical expertise is required.
Promoting effective management practices across implementation.
Ensuring monitoring and evaluation systems generate useful and timely management information.
Monitoring programme performance and progress.
Reviewing and consolidating narrative and financial reporting for submission to CARE Germany for approval.
Supporting adaptive programme management when circumstances or programme performance require a change in approach.
Bringing the programme together
The RPC will establish and support the structures needed to keep a complex regional programme coordinated.
These may include the Program Steering Committee, programme coordination groups, Technical Working Groups, and other relevant oversight mechanisms.
The role will also maintain the programme relationship with the CMP and donor, ensuring the CARE Germany Desk Officer receives accurate and timely information about programme progress and developments.
Financial stewardship
Programme resources must be managed with efficiency, transparency, and a clear connection to programme objectives.
The Regional Program Coordinator will help ensure that financial resources are used appropriately and will directly manage the Regional Finance Coordinator.
The position will work closely with the Regional Finance Coordinator and country teams to strengthen financial stewardship and support effective programme management.
Safety, protection and organizational values
The RPC is expected to actively uphold CARE’s values and contribute to shared priorities across the participating country offices.
This includes helping create working and programme environments that are free from sexual harassment, sexual abuse, sexual exploitation, and child abuse.
The role also requires awareness of and compliance with CARE’s Safety and Security Management Plan and security guidelines.
You will ensure that staff under your supervision understand their individual and collective responsibilities around safety, security, and protection. The position will liaise with the relevant Security focal point, monitor the operating environment, and remain alert to changing levels of threat.
The experience behind the role
This position calls for extensive humanitarian leadership experience.
Required qualifications and experience include:
A Master’s degree in a relevant field.
At least 15 years of practical experience in humanitarian programming, preferably involving refugee and/or displaced populations.
A gender-sensitive approach and field experience in the region.
At least 10 years of proven project management experience.
At least 4 years at management level, or experience managing at least two grants simultaneously.
Strong experience in monitoring and evaluation, report writing, participatory planning, financial management, and human resource management.
Demonstrated experience leading complex multi-country programmes involving diverse stakeholders.
Proven ability to manage diverse teams and individual performance.
Fluent spoken and written English.
Additional strengths
Arabic and French would be advantageous.
The role also requires:
Competence with email, word-processing, and spreadsheet applications.
A willingness to maintain regular communication with CARE Country Offices and partner organizations.
Strong teamwork, facilitation, and training skills.
Knowledge of INGO operations and sub-grantee management is an added advantage.
A clear commitment to equal opportunities.
Academic background in Health, Food Security and Livelihoods, WASH, Shelter, or Protection is desirable.
Field presence is part of the role
This is not a position designed to be managed entirely from a regional office. Regular travel to Sudan, South Sudan, and Chad is expected, with up to 50% of working time spent in the field.
That field presence will be used to provide hands-on leadership, monitor implementation, strengthen relationships with partners and stakeholders, and help country teams adapt programme delivery to changing circumstances.
