Regional Security Adviser

Position Overview

We are seeking an experienced and highly skilled Regional Security Adviser to provide strategic leadership, technical guidance, and operational support on security and safety matters across multiple country offices within the region. The successful candidate will be responsible for developing and implementing security strategies, conducting risk assessments, strengthening compliance with organizational security standards, and ensuring a safe operating environment for personnel, assets, programmes, and operations.

Working closely with senior management, Country Offices, Regional Offices, United Nations partners, and host government authorities, the Regional Security Adviser will play a critical role in supporting programme delivery through effective security risk management, emergency preparedness, and business continuity planning.

Key Responsibilities

1. Security Advisory & Technical Support

• Provide timely and expert security advice to Country Offices, Multi-Country Offices, and Regional Offices to support safe and effective programme implementation.

• Interpret and implement organizational and United Nations security policies, procedures, and standards.

• Review and approve official missions, travel requests, and security arrangements.

• Advise management on emerging security threats, operational risks, and appropriate mitigation measures.

• Provide surge and remote security support to field operations as required.

• Guide Security Focal Points on security assessments, compliance requirements, and risk management processes.

2. Security Risk Assessment & Planning

• Conduct comprehensive security risk assessments for offices, personnel, residences, assets, and operational activities.

• Evaluate evolving security threats and recommend preventive and corrective security measures.

• Assess Residential Security Measures (RSM) for staff residences and recommend improvements where necessary.

• Review programme activities to ensure security risks are adequately integrated into operational planning.

• Support programme teams in conducting security assessments for new and existing projects.

3. Security Compliance & Risk Management

• Oversee implementation of Security Risk Management Measures (SRMM) across assigned duty stations.

• Monitor compliance with organizational security policies, standards, and procedures.

• Support Security Compliance Self-Assessments and Security Compliance Action Plans.

• Advise Security Focal Points on compliance reporting, monitoring tools, and implementation strategies.

• Ensure security requirements are integrated into programme design, office operations, and project implementation.

4. Security Planning & Business Continuity

• Develop, implement, and maintain comprehensive security plans for offices and personnel.

• Coordinate the preparation and regular review of emergency response plans and contingency measures.

• Support the implementation of Business Continuity Plans (BCPs) to minimize operational disruptions.

• Maintain accurate emergency contact lists, warden systems, communication trees, and security databases.

• Recommend appropriate security equipment and oversee its acquisition and deployment.

5. Incident Management & Reporting

• Monitor security developments and provide timely alerts on incidents that may affect personnel or operations.

• Investigate security incidents and prepare comprehensive incident reports.

• Contribute to Security Risk Management (SRM) assessments and Security & Safety Incident Reporting Systems (SSIRS).

• Develop country security briefs, risk updates, and analytical reports for senior management.

• Maintain accurate records of incidents, trends, and mitigation actions.

6. Stakeholder Engagement & Coordination

• Build and maintain productive relationships with host government security agencies, law enforcement, military authorities, and emergency services.

• Coordinate with United Nations agencies, international organizations, NGOs, and other security partners.

• Represent the organization at Security Management Team (SMT), United Nations Country Team (UNCT), Operations Management Team (OMT), and other security coordination forums.

• Participate in regional and international security working groups, conferences, and technical meetings.

• Strengthen collaboration with internal departments to enhance organizational security preparedness.

7. Security Information Management

• Collect, analyze, verify, and disseminate security information relevant to regional operations.

• Maintain security documentation, databases, and online reporting platforms.

• Provide regular security updates and advisories to management and field personnel.

• Ensure Security Focal Points receive timely operational guidance and intelligence updates.

• Monitor regional developments and communicate potential impacts on programme delivery.

8. Training & Capacity Building

• Design and deliver security awareness, personal safety, emergency preparedness, and risk management training programmes.

• Conduct induction briefings for newly deployed personnel.

• Facilitate Business Continuity Planning (BCP) and Occupational Health and Safety (OHS) training.

• Develop specialized security training programmes based on operational risks and organizational needs.

• Support Security Focal Points through coaching, mentoring, and technical guidance.

9. Budget & Resource Management

• Develop and manage regional security work plans and operational budgets.

• Prepare security-related budget proposals and funding requests.

• Monitor expenditure against approved budgets and ensure effective utilization of allocated resources.

• Support security funding initiatives and oversee implementation of approved projects.

• Prepare budget performance reports and ensure compliance with financial management procedures.

10. Operational Security Support

• Coordinate travel security arrangements and provide Air Travel Focal Point services where required.

• Oversee contracts and performance of external security service providers.

• Monitor physical security systems and recommend infrastructure improvements.

• Ensure effective deployment and maintenance of security equipment across offices and residences.

• Perform additional security-related duties as assigned in support of organizational objectives.

Qualifications

Applicants should possess:

• Master's degree in Security Management, Business Administration, Leadership, International Relations, Political Science, Social Sciences, Psychology, or another related discipline.

Alternatively:

• A Bachelor's degree in a relevant field together with two additional years of qualifying professional experience may be considered in lieu of a Master's degree.

• Senior Command and Staff College qualifications with command experience in the military, police, or a similar security institution may also be considered.

Experience

The ideal candidate should have:

• Minimum five (5) years' progressively responsible experience in security management.

• At least two (2) years of international experience supporting security operations at country, regional, or global level.

• Proven experience conducting security and safety risk assessments that support operational planning.

• Experience managing security operations within complex or high-risk environments.

• Experience supporting humanitarian, development, conflict, or disaster response operations is highly desirable.

• Experience implementing Business Continuity Programmes (BCP) is an added advantage.

• Previous experience within a regional or global security function is desirable.

• Familiarity with the United Nations Security Management System (UNSMS) is highly advantageous.
