Aviation Security Manager
Role Purpose
The Aviation Security Manager is responsible for providing strategic leadership and operational oversight of the organization's aviation security function. The role ensures the development, implementation, and continuous improvement of the Aircraft Operator Security Program (AOSP) while maintaining full compliance with national and international aviation security regulations, industry standards, and organizational policies.
The Aviation Security Manager leads security operations, intelligence gathering, incident investigations, security training, regulatory compliance, emergency preparedness, and stakeholder engagement. Working closely with senior management, regulatory authorities, law enforcement agencies, and operational teams, the role safeguards passengers, personnel, aircraft, facilities, and organizational assets by fostering a strong security culture and implementing effective risk management strategies.
Key Responsibilities
1. Aviation Security Management
The Aviation Security Manager is responsible for developing and maintaining effective aviation security systems and programmes.
Key responsibilities include:
Develop, implement, review, and maintain the Aircraft Operator Security Program (AOSP).
Ensure aviation security operations comply with national and international regulatory requirements.
Monitor implementation of aviation security policies, procedures, and standards.
Evaluate the effectiveness of security programmes and recommend continuous improvements.
Coordinate implementation of corrective actions arising from audits, inspections, and security assessments.
Develop security strategies that support organizational objectives.
Maintain readiness for regulatory inspections and certification requirements.
2. Security Operations and Risk Management
The role oversees operational security activities to protect people, aircraft, and facilities.
Responsibilities include:
Lead intelligence gathering and security threat assessments.
Coordinate investigations of security incidents and breaches.
Identify, assess, and mitigate aviation security risks.
Implement enhanced security measures during periods of elevated threat.
Establish and maintain an effective aviation security command and response structure.
Monitor emerging security threats and recommend appropriate mitigation strategies.
Support crisis management and emergency response activities.
3. Personnel Security and Vetting
The Aviation Security Manager ensures effective personnel security management.
Responsibilities include:
Coordinate pre-employment security vetting and background investigations.
Conduct personnel security risk assessments.
Maintain confidential personnel security records in accordance with legal requirements.
Monitor compliance with personnel security policies and procedures.
Recommend corrective actions where security concerns are identified.
Ensure ongoing monitoring of employee security clearance requirements.
Promote integrity and accountability across the workforce.
4. Security Training and Awareness
The role develops organizational security capability through training and awareness programmes.
Responsibilities include:
Develop and implement aviation security training programmes.
Coordinate training on aircraft search procedures, emergency response, and passenger protection.
Maintain accurate security training records and certification documentation.
Promote security awareness throughout the organization.
Conduct security briefings, drills, and simulation exercises.
Evaluate the effectiveness of security training programmes.
Foster a strong organizational security culture through continuous education and awareness initiatives.
5. Compliance, Audits and Quality Assurance
The Aviation Security Manager ensures compliance with aviation security regulations and quality standards.
Responsibilities include:
Coordinate internal and external aviation security audits.
Lead quality assurance reviews and compliance assessments.
Maintain audit reports, investigation records, committee minutes, and compliance documentation.
Monitor implementation of audit recommendations.
Ensure compliance with regulatory inspections and oversight activities.
Prepare reports for management and regulatory authorities.
Maintain accurate security documentation and records.
6. Stakeholder Management and Regulatory Liaison
The role serves as the organization's focal point for aviation security matters.
Responsibilities include:
Liaise with aviation authorities, regulatory agencies, law enforcement, and government institutions.
Coordinate security activities with external stakeholders.
Represent the organization during regulatory inspections, audits, and security meetings.
Build collaborative relationships with airport operators and security partners.
Provide professional security advice to senior management and operational teams.
Coordinate communication during security incidents and emergency situations.
Support implementation of national and international aviation security initiatives.
7. Financial and Resource Management
The Aviation Security Manager supports effective utilization of departmental resources.
Responsibilities include:
Prepare and manage the aviation security operational budget.
Monitor expenditure against approved budgets.
Ensure efficient utilization of security equipment and resources.
Support procurement of security systems, equipment, and services.
Evaluate resource requirements and recommend operational improvements.
Monitor departmental performance against established objectives.
Promote cost-effective security operations while maintaining compliance and operational effectiveness.
Academic Qualifications
Applicants should possess:
Bachelor's Degree in Aviation Security, Security Management, Criminology, Criminal Justice, or another related field from a recognized institution.
Professional training in Aviation Security, Risk Management, Incident Investigation, Emergency Response, or related disciplines.
Certification as an AVSEC Instructor will be an added advantage.
Valid Certificate of Good Conduct (Police Clearance Certificate).
Required Experience
The ideal candidate should demonstrate:
A minimum of eight (8) years of progressive experience in aviation security management or a closely related security leadership role.
Demonstrated experience leading aviation security operations and managing security teams.
Practical experience developing and implementing Aviation Security Programmes.
Experience conducting security investigations, threat assessments, and incident management.
Experience coordinating regulatory audits, inspections, and compliance activities.
Strong knowledge of national and international aviation security legislation, regulations, and standards.
Experience managing emergency response and crisis management activities.
Proven experience working with government agencies, law enforcement, and aviation regulators.
